Application of Communication Command Dispatch Switch in Fire Emergency Command Sites
Current Status and Challenges:
Fire brigades currently commonly use walkie-talkies for on-site communication during field command, while high-power radios are typically used to contact the command center. Some fire brigades are also equipped with audio/video command terminals.
In large disaster relief sites, in addition to the fire department, public security, health, electric power and other departments are usually present, requiring each department to coordinate with others. Frequently switching walkie-talkie channels is impractical, and some units' radio systems operate on different frequency ranges or use different standards, such as the 350M band, 800M band, air-to-ground communication band, etc. Leaders sometimes also use GSM mobile phones or landlines to stay informed of on-site command operations.
Requirements:
Fire on-site command personnel need to be equipped with multiple trunked radios, especially radios of different frequency bands and standards, interconnected through a single dispatch switch. Through the operation of the dispatch console, monitoring, commanding, and trunk merging of each radio can be achieved. Considering the complexity of the site, units with communication vehicles can be configured with touchscreen dispatch consoles and audio/video dispatch capabilities, while those without dispatch vehicles can be equipped with simple dispatch tools such as keyboard dispatch consoles.
The dispatch switch can also be configured with GSM/CDMA phone cards or 4G communication cards to maintain external communication links.
Voice recording equipment can also be installed to record all on-site voice communications.
A comprehensive dispatch system can also bind video signals to achieve coordination between voice and data. It can also synchronize with geographic location information, displaying the location of dispatched objects in real time.

Function Overview:
In the figure, the IDM M9000 can accommodate 12 access service boards.
If radio interface cards are installed, each card can connect up to 4 radios (trunking);
If telephone cards are installed, 8 telephone lines (FXO or FXS) can be supported;
If GSM/CDMA phone cards are installed, 2 mobile phone SIM card lines can be connected.
The WG300 processing board features IP telephone gateway functionality, enabling interworking between analog voice services and IP (compliant with SIP standard VoIP protocol), allowing dispatch and data storage over IP.
The central processing board WG300 also provides TDM-based telephone switching functionality. Voice services on the IDM M9000 can undergo program-controlled telephone switching, with user ports and trunk ports being interchangeable, providing a total capacity of 120 channels.
The central processing board WG300 supports multi-party voice conferencing, allowing conference rooms to be allocated for trunked radios and IDM MCC keyboard dispatch consoles, thereby enabling flexible multi-party communication.
The central processing board WG300 also features E1-based digital signaling extension capabilities, supporting conversion of China No.1, China No.7, and PRI signaling.
IDM MCC Dispatch Console Function Overview:
The IDM MCC is an IP keyboard dispatch console without a computer system. It can be connected to the IDM M9000 via an Ethernet switch, offering flexible installation locations. It features a built-in 10W loudspeaker and can be deployed over any IP channel for convenient use.
The IDM MCC is equipped with 5 groups of radio corresponding keys (the mapping can be configured).
Monitoring function: When monitoring a selected radio, the corresponding indicator displays the monitoring status color. If there is audio on that radio trunk channel, the loudspeaker outputs the audio while the corresponding channel indicator flashes.
Talk function: If a channel is enabled for talking (configurable), the talk-enabled indicator for that channel lights up. When the group call key is pressed, the microphone audio is broadcast across all enabled trunking channels.
For more advanced dispatch functions, a dispatch server and touchscreen dispatch console are required.
