I. Information DatabaseImage 7.jpg
  I. Information Database Can be deployed on self-built private cloud, judicial public cloud, government cloud, and other platforms Interfaces with data from public security, procuratorate, court, and other agencies Stores inmate information, police and staff information, and prison management information Metadata and data standards comply with SF03001 and the Data Collection Plan for Law Enforcement Management Platform Projects (Prison Section) II. Data Governance 1. Governance requirements: data correctness, completeness, consistency, comprehensiveness, validity, timeliness, accessibility, etc. 2. Governance standards: unify data standards, metadata, and a unified data resource catalog system to perform ETL scheduling and exchange of data, ensuring the data warehouse is the sole, authentic, and reliable comprehensive data platform. 3. Governance results: establish a complete data standard system that should meet the following requirements: a) Data tables should be used as monitoring objects for data validation to avoid dirty data generation and data pollution; b) Complete data quality measurement standards should be in place. 4. Data governance should regulate data access permissions based on data classification levels, implement full lifecycle management and control through data security monitoring measures, and provide data assurance for upper-layer applications. It should meet the following requirements: a) Sensitive data should be discovered and located based on data security levels, with its distribution on the data resource platform clarified. Sensitive data should be automatically discovered according to defined sensitive data types and classified and graded; b) All data access should be monitored to ensure the legitimacy, reasonableness, and security of sensitive data access, with records and controls in place; c) Special operations by privileged users should have strict review processes, with audit records of privileged user access maintained to ensure data system security; d) Sensitive information should be dynamically masked based on user levels. III. Data Warehouse 1. A data warehouse should be uniformly built based on the information resource database to provide data support for big data applications and services. The data warehouse is a strategic collection of all types of prison data and should meet the following requirements: a) Structured data in the data warehouse should be uniformly built based on the information resource database; b) The data warehouse should perform structured storage of semi-structured data from the information resource database; c) The data warehouse should perform structured storage of data with extractable structural features from unstructured data in the information resource database. 2. Data analysis models should be built based on data sets in the data warehouse, and the data analysis models should meet the following requirements: a) Subject libraries should be built based on functions such as supervision safety, education and rehabilitation, penalty execution, impartial law enforcement, police affairs and personnel, and logistics support. A subject library may contain multiple data sets and can be bound with BI to enable subject-based intelligent data analysis and data mining applications; b) Data visualization trend analysis for individuals, groups, and the overall population should be implemented based on different algorithms; c) Data mining services should be carried out based on core functions such as supervision safety, enabling assessment and analysis of individuals, groups, and the overall population through different algorithms, presenting the prison management status in real time and achieving all-round, three-dimensional management and control of personnel; d) IoT technology should be integrated to enable intelligent business applications linking people and objects, and people and people, with deep learning and reinforcement learning used to achieve intelligent applications for security prevention and business systems; e) A knowledge base suitable for prison work should be built based on the organic combination of artificial intelligence technology and the data warehouse. IV. Data Sharing and Exchange 1. The data warehouse should provide API services to more fully utilize existing data resources, reduce data collection efforts, integrate multiple separately built application systems, enable information/data transmission and sharing among multiple application subsystems, improve the utilization rate of information resources, ensure interconnection and interoperability between distributed heterogeneous systems, complete data extraction, aggregation, loading, and presentation, and construct a unified data sharing and interaction platform to achieve internal and external data sharing and exchange services. 2. Internal data sharing and exchange should comply with the provisions of SF 03002 and SF 03016. 3. External data sharing and exchange should comply with the provisions of SF/T 0011.
