(1). Departure Reporting
Before fishermen go to sea, they need to report through this APP, WeChat Official Account, or WeChat Mini Program, filling in ID card number, crew certificate, contact information, selecting fishing port, vessel name and number, etc., taking photos and uploading them to the server.
(2). Cancellation and Modification of Reporting
When fishermen's plans change, and they no longer go to sea or need to modify the fishing port, fishing vessel, or personnel information, they can cancel the original reporting record and re-report.
(3). Reporting Record Query
Fishermen can query their historical reporting records.
(4). Face Recognition Device Integration
After fishermen report, their ID card numbers and crew certificate numbers are automatically distributed to the face recognition device. When fishermen swipe their cards, the system automatically compares with the reporting records. If matched, they are allowed to pass; otherwise, a prompt indicates that the person and certificate do not match.
(5). Crew Database Integration
Integration with various information databases of national, provincial, municipal, and co-administration departments. When fishermen report, the system automatically associates with the information databases to query fishermen's certificate information, and determines whether reporting is allowed according to relevant management regulations.

(1). Fishing Vessel Inspection
By entering the vessel name and number, various certificate information of the fishing vessel, shipowner information, contact information, etc., can be queried. Crew Query: By entering the crew member's ID card number or through face recognition by photo, crew identity information, certificate information, training information, examination information, family member information, etc., can be queried, as well as whether the crew member has reported, time of entering the fishing port, historical labor relations, etc.
(2). Channel Equipment Query
Based on vessel type, size, purpose, etc., the list of navigation and communication equipment that the fishing vessel should be equipped with, the list of actually equipped navigation and communication equipment, and the numbers of navigation and communication equipment can be calculated. It also supports querying the reporting time of navigation and communication equipment to determine whether the equipment is operating normally.
(3). Crew Quota Query
Based on the information from the Departure Reporting APP and face recognition turnstile identification information, it can query whether the crew quota of the fishing vessel about to go to sea is sufficient, and whether the duty crew is sufficient. Alarms are raised for insufficient quota or incompetent personnel.
(4). Violation Penalty
For violations by fishing vessels and crew, law enforcement inspection personnel can quickly register violation content, applicable laws, etc., through the mobile version, reducing the workload of law enforcement inspection and improving work efficiency.

Users can customize electronic fences such as vessel navigation areas, vessel navigation routes, and entry/exit port fence markers. Vessels can only navigate within specified areas or routes or follow designated routes. If a vessel violates the rules, the system automatically identifies it and generates vessel alarm information.

The system performs real-time analysis of shore-based radar signals, AIS signals, Beidou signals, third-party shared data information, and vessel position wakes identified by UAV patrols in the jurisdictional sea area. By analyzing wake speed, shape, etc., combined with fishing vessel type, license type, whitelist data, etc., it analyzes whether fishing vessels are operating illegally and generates alarm notifications on the platform.

The data sources for vessel positioning and track management are abundant, including the Beidou positioning system, AIS system information, shore-based optoelectronic radar systems, military shared data information, and UAV patrol identification data. Multiple positioning and track data sources are combined and complement each other, ensuring that regulatory authorities can obtain accurate positioning and track data of any vessel in real time, perform fusion analysis of the data, and detect suspicious violations such as equipment shutdown, shielding, dismantling, anchoring in channels and anchorages, cross-border fishing, going to sea during the fishing moratorium, and fleet formation warnings.
