I. Solution Overview

In recent years, with the advancement of technology and informatization, to meet users' actual business needs, the converged command platform supports network interconnection with other systems. Services from various systems can be aggregated onto the converged platform for use, while also supporting the output of video/voice information to upper-level command platforms, enabling converged service sharing and efficient command.

This solution introduces and designs the networking scheme, main functions, and product descriptions of the converged command platform and rapid deployment small stations.

II. Networking Scheme: Frontline → Secondary Command Center → Primary Command Center

In this solution, the service flow is designed as follows: frontline HD PTZ cameras and SIP video phones are connected to the command post via fiber optic transmission, thereby transmitting data back to the converged communication host deployed at the command post. Front-end drones transmit video back to the command post via 5G VPN encrypted transmission, while the command post achieves converged interconnection with the rear through the private network.

Through the above networking scheme, audio/video dispatch service functions for front-end nodes can be implemented at both the rear and the command post. The command post and the rear can simultaneously invoke relevant services without interfering with or affecting each other.

III. Main Functions

3.1 On-site Supervision

Front-end nodes upload on-site audio/video data while maintaining communication with the command post. The command center reviews real-time on-site images and saves videos, enabling effective upload of front-end information and rapid issuance of command center instructions, thereby achieving supervision and recording of on-site conditions.

3.2 Real-time Calls

Front-end node personnel conduct two-way video intercom with the command post and the rear through front-end devices, facilitating timely reporting and instruction delivery, as well as unified action command. The system supports echo cancellation and noise suppression, avoiding crosstalk and background noise. The recording device features high-quality speakers, maintaining high-quality intercom even in noisy outdoor environments.

3.3 Real-time Video

Frontline ground and drone video acquisition terminals support the capture of video information at multiple resolutions (D1/720P/1080P), utilizing fiber optic and 5G/4G wireless communication technologies for video transmission back, enabling the command center to view real-time conditions and stay informed of on-site situations. While viewing videos, video files can be saved and bound to terminal device ID numbers or personnel information for later review and management.

3.4 Visual Command

Combining GIS one-map and video surveillance, resources are integrated for visual display, helping the command center achieve mobile informatization and intelligence, making decision-making more timely, intelligent, and efficient.

3.5 GIS One-Map

Visual display is performed on the GIS map, including basic personnel information, talk group information, device status, key areas, etc. For video users, current video surveillance images can be viewed directly on the GIS interface. Administrators can use box selection on the GIS to view all resource types within the selected area, enabling reasonable task allocation and issuance of decision instructions.

IV. Core Equipment Function Description -- IDM RG3200 Audio Converged Dispatch Switch

4.1 Overview

The IDM RG3200 audio converged dispatch switch is a PBX/IPPBX-based converged communication device developed and designed by Beijing Raytrans Digital Technology Co., Ltd. It is widely used by telecom operators, government agencies, industries, and large/medium-sized enterprise users, and is carefully crafted to be powerful. The product is designed with advanced digital integrated circuits, highly integrated optimized structures, and PBX/IPPBX communication technologies. It can be deployed on the enterprise side or in operator equipment rooms, providing users with an integrated audio/video converged comprehensive solution.

The system adopts a modular design with board assembly, supporting various signaling methods including PRI, NO.1, NO.7, and SIP/H.323. It can connect to traditional PSTN networks and operator VoIP softswitch platforms, and can implement voice, fax, and data transmission based on TDM and IP networks, achieving secure and efficient internal enterprise audio/video converged communication.
