China currently places great emphasis on education informatization, and Class-to-Class and School-to-School connectivity have been under construction for some time. The distance education function of School-to-School connectivity can narrow the educational gap between urban and rural areas. It is an effective means of using information technology to improve the quality of primary and secondary education across the province, especially in remote areas, and is conducive to sharing educational resources, exchanging information, training teachers, and improving teaching standards.

The School-to-School metropolitan area network and education backbone network involve the construction of wide area networks. For the construction of education metropolitan area networks and education backbone networks, wide area interconnection can adopt gateway devices such as routers and Layer 3 switches to implement star topology networking, some even use RPR technology for ring topology networking, or use transmission equipment or WDM equipment for ring topology networking. These devices are expensive and difficult to maintain, have limited functions, and place high demands on communications personnel, which hinders the performance of the education network.

This article proposes the establishment of a comprehensive regional education private network communication system that can simultaneously address schools' external network (Internet), internal networks (including examination resource network, synchronous teaching network, video conference network, surveillance network, etc.), telephone switching network, all-in-one card IoT network, and more.

Since the education private network carries a large amount of video transmission content and requires relatively high transmission bandwidth, the primary approach should be to lease bare fiber from operators such as China Unicom, China Mobile, China Telecom, and China Radio and Television, and in locations where conditions are not available, lease STM-1 channels or use microwave STM-1 channels. These channels can be divided into multiple physically isolated Ethernet channels; for example, content transmitted on the examination network requires a high level of confidentiality. Other networks such as the synchronous teaching network require high transmission quality. Running all-in-one card information on an independent private network better ensures information security. Therefore, several independent physically isolated networks are needed to ensure the information security of the education private network, especially in cases where there is no dedicated communications technical staff.

For Internet information provided by schools to the outside, all schools can be centralized at the education bureau to use external network interfaces. This not only allows unified access to broadband operators as a major customer, but also enables periodic adjustment of individual access bandwidth based on operator bandwidth pricing. Simultaneous access to multiple operators can also prevent the risk of a sudden traffic reduction on any single operator's network. At the same time, a unified external network egress allows centralized funding to purchase more advanced routers, firewalls, etc., enhancing bandwidth throughput performance and improving system security. Centralizing the external access equipment room at the education bureau also facilitates connection to the higher-level education private network, enhances the rational utilization of provincial educational resources, and allows the unified purchase of advanced educational resources as a major customer for use by all schools.

The education private network can not only transmit various network information, but also aggregate telephone information from all schools to the education bureau for unified access to operators as a major customer, typically connecting to two operators for mutual backup. This gives schools the initiative in telephone resource access, making installation more convenient, while also integrating other communication resources such as wireless trunking for routine management and supervision, as well as remote supervision and command for examination sites.

Currently, Raytrans can provide integrated service transmission over bare fiber with 5G and 2.5G bandwidth, and provide 622M and 155M bandwidth information transmission over SDH channels (wired or microwave). It can simultaneously provide multiple physically isolated Ethernet channels, E1 channels, telephone channels, and low-latency high-definition image signals.

It not only facilitates inter-school information transmission, but also enables convenient access to various information at application sites within schools via fiber. Schools can also build school-level communication dispatch centers.
