I Requirements Analysis

In order to scientifically prevent and calmly respond to various accidents and disasters in chemical plants, implement emergency rescue plans, and promote enterprise emergency rescue management, the plant needs to deploy and establish an emergency command & dispatch platform, providing modern tools for emergency rescue plan management and implementation in plant production and operation.

Based on the current actual situation and practical conditions of the plant, the requirements for this emergency command & dispatch platform construction are as follows:

(1) The plant has more than 2,000 employees. All employees' fixed telephones and mobile phones shall be incorporated into the emergency command system, enabling "contact", "call through", and "notification" during emergency rescue command, so as to achieve timely rescue command and evacuation purposes;

(2) All telephones in the plant area shall be managed by level and permission, grouped according to accident levels (e.g., Level 1, Level 2, Level 3). During actual command and rescue operations, group calling and voice broadcast command shall be supported;

(3) All calls during the command & dispatch process shall be recorded and stored for a certain period of time for subsequent traceability and evidence collection;

(4) During emergency command and rescue, both telephone voice command and short message sending to employees' mobile phones shall be supported.

II System Design

Based on the above requirements analysis, this solution is designed as shown in the topology diagram below.

This system requires the deployment of 1 set of IDM MCC converged dispatch host and 1 IDM MCC-T integrated dispatch console. By interconnecting with the operator's public telephone network, command & dispatch of more than 2,000 mobile phones in the plant area is achieved.

(1) The converged dispatch host is the core device of this system, completing functions such as telephone user management, voice telephone switching, emergency plan management, command & dispatch, system interconnection, and recording. It is installed in the plant communication equipment room;

(2) The converged dispatch host connects to the operator's public telephone network via SIP trunk;

(3) To send short messages in bulk to plant employees' mobile phones, the operator is required to provide an SMS gateway or SMS platform to connect to the converged dispatch host.

(4) The integrated dispatch console is used by command personnel for dispatch operations. Therefore, it is installed in the plant command center, with designated personnel on duty for system maintenance and emergency command & dispatch.

III System Functions

3.1 Emergency Plan Management

The converged dispatch system platform provides emergency plan management, offering 7x24-hour real-time service assurance for emergency communications. Different emergency command groups are configured for plant emergency departments and personnel according to accident levels. When an emergency occurs, rapid response can be achieved based on the received alarm information level, with emergency plans activated at the first moment. Relevant leaders, responsible persons, and employees are notified via short message text, voice, and other means to their mobile phones and other communication devices.

3.2 Converged Dispatch Software Platform

The converged command & dispatch software platform of this solution is shown in the figure below, integrating functions such as one-key voice direct dialing, text commands, dispatch resource management, status information display, and background maintenance.

The system software supports the following dispatch functions:

Group Call

Multiple users can be grouped into a single group to make calls. Only one user can speak at a time.

Broadcast

The dispatch console can initiate a broadcast to a single group or multiple groups, and group members can listen to the dispatch console voice.

Preemption

The dispatcher can preempt ongoing individual calls/group calls.

Forced Disconnect

The dispatcher can forcibly disconnect calls of individual or group call users.

Real-time Status Display

The system can monitor the status information of all objects in real time.

Monitoring

Real-time monitoring of all voice communications of users within the system, without the monitored users being aware.

SMS Text Dispatching

The dispatch console can send MMS (including text, files, etc.) instant messages to mobile phones within the system. Meanwhile, the dispatcher can edit SMS templates for unified reply and distribution.

Group Call

The dispatcher can initiate a group call to a designated call group. Phones that answer within the specified time can be used for voice command, and the calls are recorded and stored. For phones that do not answer in time, the system automatically retries the call in the background until the call is connected, and replays the previous command call recording, so as to achieve voice emergency command purposes without missing any phone number.

Roll Call

The console supports selecting multiple dispatch users for roll call, initiating calls to the dispatch users simultaneously. The roll call ends when the called dispatch user answers, and manual termination is allowed during the roll call process.

The console can query call records by conditions to obtain roll call results. If the called phone answers normally, the roll call is successful; if the called phone does not answer or the call fails, the roll call is unsuccessful.

Polling

The console supports selecting multiple dispatch users for polling calls. The selected users ring in the order of selection. After the previous phone number rings, is answered, and the call is completed, the next number is called, until all calls are completed. Manual termination is allowed during the polling process.

System Management

Implements dispatch system parameter configuration, user management, terminal management, data import/export, and system software upgrade and update functions.

3.3 System Expansion Capability

The system design reserves capacity for system expansion and multi-system compatible access, supporting future system capacity upgrades, converged communications access, GIS visualization system access, big data analytics/display system access, and IoT system access, etc., to meet the factory's future needs for sustainable updating and optimization of its emergency management and emergency command systems.

Converged communications: By adding converged communications modules or supporting equipment, audio and video terminals such as plant radio stations, intercoms, fixed telephones, and video surveillance can be integrated into the emergency command and dispatch system;

GIS visualization system: When conditions permit in the future, 2D and 3D GIS systems for the plant area can be built to enable GIS-based visualized emergency command and dispatch;

Big data analytics/display system: A big data analytics/display system can be added on the basis of the existing system to perform big data analysis on the various data, call records, and personnel dispatch data accumulated by the plant emergency command system, provide visualized BI displays, and generate data analysis reports to support leadership decision-making;

IoT system: In the future, an IoT monitoring system can be built in the plant area to provide real-time monitoring and early warning of combustible gases, pollutants, toxic gases, air quality, and power system status, etc., and be integrated into the emergency command and dispatch system. The command center can conduct analysis, early warning and forecasting, and emergency rescue command based on the plant IoT monitoring data, providing effective IoT data support for accident prevention and real-time incident command.
