1. Maritime Navigation Data Display System
The Beijing headquarters command & dispatch center and the dispatch centers of various sea area branches receive data information uploaded from maritime surveillance vessels via TDM private network (E1 dedicated line), fiber optic, or IP switching network. Through the dispatch console, the required data can be processed and displayed on the large screen, providing maritime navigation data support for commander decision-making.
2. Navigation Data Intelligence Display System
Maritime surveillance vessel intelligence data is transmitted via satellite or microwave to the headquarters of each sea area and the Beijing headquarters command & dispatch console, where the required data is processed and displayed on the large screen, providing navigation data support for commander decision-making.
3. Real-time Meteorological Data Display System
Meteorological data from the meteorological support center can be connected to the command & dispatch center console via E1 dedicated line or fiber optic means, and displayed on the large screen, providing meteorological data support for commander decision-making.
4. GPS/BeiDou Vessel Positioning and Dispatch System
By integrating the vessel GPS positioning system, real-time positioning of maritime surveillance vessels can be achieved, along with voice dispatch and command.

5. Positioning and Data Transmission

  • The monitoring center can track the vessel's current position, moving speed, moving direction, and other conditions at any time;
  • Vessel positioning can be monitored in multiple modes including positioning, timing, fixed distance, fixed speed, fixed route, fixed range, and fixed location;
  • Functions include single-point positioning, continuous monitoring, and key target tracking monitoring;
  • The system interface displays the monitoring status of vessels;
  • Vessel positioning adopts dual BeiDou and GPS positioning, also supporting GPS-only positioning and BeiDou-only positioning to ensure positioning accuracy;
  • Vessel terminals use 3G/GSM networks to transmit data information to the central platform, supporting manual and automatic transmission of the vessel's current position information.

  • The monitoring center intuitively displays the vessel's position and navigation track on the electronic map;
  • The database can be queried at any time to play back the navigation route track of a designated vessel within a set time period, and track playback data can also be exported;
  • The vessel terminal has built-in historical track storage, capable of storing 30,000 track points when the vessel is in network blind areas.

8. Map Unlimited Zoom
The map supports unlimited zoom, with operation methods including clicking the map to zoom in/out by one level, selecting a region on the map to zoom in/out to display the entire region, and zooming in/out to a specific scale. The entire zooming process is smooth and flicker-free.
9. Layer Control
Through the layer manager, it can control whether a certain layer on the map is displayed and whether it can be queried.

12. Video Command & Dispatch
With the multiple levels and permission mode settings unique to the remote video command & dispatch system, duty personnel at the Beijing headquarters command center can issue instructions and commands to the command centers of various sea area headquarters or maritime surveillance vessels through command & dispatch terminals. Real-time two-way audio and video information exchange can be conducted between superior and subordinate departments, and between leaders at all levels and their subordinates.
13. Video Conference
The Beijing headquarters command center uses this system to organize traditional video conferences, conducting two-way audio-video exchange and interaction with the command centers of various sea area headquarters and maritime surveillance vessels. Conference organizers can set up multiple regular meetings, each containing relatively fixed members, making it convenient to organize meetings. Meeting members can join and leave the meeting group at any time. The conference organizer can control the speaking rights of each venue and broadcast a certain sub-venue.
The system supports multiple conference formats: instant conferences, regular meetings, and multiple conference groups.
Video conferences can be held as needed to conduct various meetings such as shift handover meetings, coordination meetings, and summary meetings, enabling multi-point, multi-party two-way audio-video exchange and interaction.
14. System Management Configuration
User management: user identity authentication, user level and permission setting management.
Device management: terminal address resolution; terminal parameter configuration, such as configuring terminal type, level permissions, codec address, multicast address, and video switcher type; real-time monitoring of the working status of each terminal; network video matrix access control; video recording server access control.

15. Multiple Level Permission Settings
User permission management defines three permissions over other terminals: command authority, monitoring authority, and control authority. During system configuration, flexible permission settings can be made according to actual affiliation relationships. In case of contention, higher levels take priority; at the same level, earlier time takes priority.

One-touch Direct Call Telephone System

All telephones on the command & dispatch platform can be configured with one-touch direct call functionality. Hotline keys can be preset for one-key dialing, or calls can be made by clicking a member icon on the console touchscreen. Through the command & dispatch platform software, telephone users on the console touchscreen can have two types of icons: one for traditional telephone users and one for IP telephone users. By clicking the icon, one-touch direct calling between the console and any telephone user is achieved. If the telephone user has a command & dispatch terminal installed, clicking the IP telephone user icon enables video intercom with that user.
The one-touch direct call function can be point-to-point, such as console-to-terminal; it can also be group one-touch direct call, where major combat units are grouped on the command & dispatch platform, with several terminal users grouped together. Clicking the group icon enables one-touch direct calling from the console to all users in that group.
It can realize video hotline connections from the command center large screen to various video surveillance points; hotline telephone communications from each console to the field; dedicated circuits for various audio broadcasts and video releases; and the establishment of various other semi-permanent bandwidth links.
