Base Command Center Construction (Core Dispatch Hub)
As the core hub of the entire system, the base command center undertakes core functions such as system-wide dispatch management, data aggregation and analysis, and command decision support. The construction scope is divided into two parts: software system deployment and hardware equipment configuration.
4.1.1 Core Software System Deployment
Audio/Video Switching System: Adopts the IDM converged communication dispatch core software to realize real-time switching, transcoding, and distribution of multiple audio/video signals, supporting compatibility and adaptation across different terminal types and encoding formats, ensuring smooth audio/video communication.
Audio/Video Dispatch System: Provides basic dispatch functions including single call, group call, all call, barge-in, forced release, monitor, and transfer, supporting audio/video linked dispatch, enabling rapid dispatch commands to any terminal through a visual interface.
Audio/Video Conference System: Integrates MCU functionality, supporting multi-point HD video conferencing, compatible with different terminal access, equipped with conference management functions such as conference reservation, real-time recording, playback, mute/unmute, meeting the collaborative consultation needs of multiple departments.
IoT Server: Aggregates sensor data from the perception layer, realizing data storage, analysis, and display, supporting abnormal data threshold setting and alert push.
GIS Dispatch System: Integrates geographic information and terminal location data, realizing real-time terminal location tracking, zone-based dispatch, route planning, and other functions, supporting map-based visual dispatch operations.
Emergency Management System: Establishes a process-based emergency response management mechanism, supporting emergency event reception,预案 matching, task assignment, handling tracking, and review, achieving closed-loop emergency command management.
AI Audio/Video Analysis Server: Deploys AI video analysis algorithms to realize intelligent management of tracking cameras for rocket launch process monitoring, automatically identifying key rocket launch nodes, tracking target trajectories, and supporting intelligent alerts for abnormal behavior/status; integrates speech recognition models to realize speech-to-text functionality.
AI Dispatch Agent System: Based on deep learning algorithms, realizes functions such as intelligent command recognition, automatic dispatch resource matching, and intelligent handling recommendations for abnormal situations, enhancing the intelligence level of command & dispatch.


4.1.2 Key Hardware Equipment Configuration
4.1.2.1 IDM Integrated Dispatch Console System
Configured with the IDM integrated dispatch console, equipped with an HD touchscreen, integrated keyboard, mouse, and dispatch handset, providing a visual dispatch operation interface, supporting one-click operation of audio/video dispatch, conference management, link monitoring, and other functions.

4.1.2.2 HD Video Conference Terminal
Deploys the IDM MCC600 desktop intelligent command terminal used in conjunction with the MCC680 dual-mode audio/video conference terminal.
The MCC600 terminal features a 15.6-inch touchscreen and a traditional telephone handset, powered by the RK3568 chip, supporting SIP access and PSTN dual-mode interworking. Built-in speech recognition transcription and recording/video capture functions, interfacing with large screens via Gigabit Ethernet and HDMI 4K output, supporting dual-screen different display.

4.1.2.3 IDM MCC680 Agent Dual-mode Telephone
Adopts the fully domestic RK3588 chip, supporting 4K 60fps ultra-HD video decoding, featuring a dual-mode conference architecture and 8TOPS local AI computing power, enabling offline speech transcription and video recognition alerts, supporting SIP and LAN ad-hoc networking to meet classified communication requirements.

Configured with professional audio processing equipment to realize mixing, gain, noise reduction, echo cancellation, and other processing of multiple audio signals, ensuring clear voice in conferences and dispatch.

4.1.2.5 IDM MCC900 Distributed Digital Video Matrix System
Realizes switching, distribution, and video wall splicing of multiple video signals, supporting multiple split-screen modes such as 1/4/8/16, flexibly interfacing with the hall display wall. Equipped with AI audio/video analysis capability, enabling synchronized display of rocket launch process tracking images, remote site images, IoT data, and other multi-source information. Supports SIP protocol for audio/video interworking with the dispatch system. Supports MQTT IoT protocol for bidirectional IO management of data collection and execution.

4.1.2.6 IDM VEH2000 Central Control Management System
Adopting the core technology of the IDM VEH2000 vehicle-mounted central control equipment, realizing centralized control and management of large screens, cameras, audio systems, lighting, curtains, air conditioning, and other equipment within the command center.
Supports one-click operation via touchscreen, simplifying the equipment management and control process. The central control integrated unit consists of three parts: the monitoring host, supporting software, and control terminal (portable touchscreen device). The centralized control system is used to realize centralized control and management of vehicle-mounted equipment. In a mobile command communication vehicle, the system components are numerous and installed in different parts of the vehicle body, making it extremely inconvenient for operators to operate the equipment. Therefore, through the central control system, the operation of all major controllable equipment can be integrated onto a single touchscreen, facilitating convenient and rapid control of each subsystem by operators, and enabling timely and accurate centralized information control, thereby enhancing the system's emergency command capability.
As shown in the figure below, controlled devices are connected to the control host via different control cables. Operators no longer need to locate the remote control for each device; a single control touchscreen is sufficient to complete all control operations.
The central control device comes with 8TOPS computing power, enabling AI recognition of video and other IoT data.

Integrates the IDM handheld microphone intercom gateway device to realize interconnection and interworking between traditional digital trunking radios and the dispatch system.

The IDM Talkie90 POE daisy-chain desktop SIP intercom pickup microphone supports one-click broadcast and intercom functions, ensuring rapid delivery of command instructions.
Display Wall and Audio System: Configured with an HD splicing display wall and professional audio system, realizing HD display and clear playback of audio/video signals.
Environmental Monitoring IoT Devices (Temperature/Humidity, Gas Sensors): Deploys temperature/humidity and toxic gas detection sensors such as gas sensors, collecting real-time environmental data of the command center in real time, with temperature/humidity detection accuracy of ±0.5°C/±5%RH and data upload latency ≤1s, connected to the IoT server for monitoring and alerting.
Dispatch Servers (2 units, primary/standby): Configured with 2 high-performance servers, realizing primary/standby redundancy deployment of the dispatch core software, supporting automatic failover, equipped with large-capacity data storage and processing capabilities, compatible with domestic operating systems, ensuring continuous and stable operation of the dispatch system.
IDM RG-3200 Converged Dispatch Integrated Gateway: As the core device of the dispatch layer, adopting a modular design, supporting expansion of E1 service boards, radio access boards, trunking access boards, magneto access boards, etc., with 7 Gigabit Ethernet interfaces (2 supporting link aggregation) ensuring stable signal transmission; featuring 600ms delay echo cancellation to resolve satellite communication echo issues, supporting SNMP network management protocol for centralized monitoring and management of all system devices.
