Project Background and Requirements
1.1 Project Background
As the core hub of the national aerospace industry, a certain launch site's command & dispatch work directly serves launch missions. Currently, the existing communication command system at the site suffers from information silos between different systems and insufficient full-scenario coverage, requiring supplementary communication support and command capabilities for complex missions such as 800KM remote site management and multi-scenario emergency response. To improve command & dispatch efficiency and reliability, it is imperative to build a converged communication command & dispatch system featuring "full-area coverage, all-time interconnection, and all-element convergence".
1.2 Core Requirements
Resolve multi-device interoperability: Achieve seamless interconnection of various terminals including traditional digital trunking radios, SIP terminals, audio/video devices, and IoT sensors, eliminating information silos.
Ensure full-scenario communication coverage: Cover all scenarios including the base command center, launch site, vehicle-mounted command, portable emergency response, and 800KM remote sites, coping with complex terrain and extreme environments.
Enhance intelligent dispatch capability: Integrate AI analysis, speech-to-text, intelligent alerting and other functions to achieve intelligent tracking of the rocket launch process, rapid dissemination and execution of dispatch commands.
Strengthen emergency support capability: Build a multi-link redundant transmission network to ensure uninterrupted communication under extreme scenarios and efficient emergency response operations.
Achieve converged data perception: Aggregate multiple types of data including environmental monitoring, equipment status, and personnel location, providing accurate data support for command decision-making.
