Yunnan Accelerates Informatization Construction, Pilots Triple Play
According to the central government website, the "Opinions of the State Council on Supporting Yunnan Province in Accelerating the Construction of an Important Bridgehead Opening to the Southwest" clearly states that efforts will be made to promote the development of an international information hub and support eligible regions in carrying out "Triple Play" pilot programs. Strengthen universal telecommunications services and promote communication development in ethnic minority areas.
The Opinions state that Yunnan will be built into a communication hub and regional information aggregation center facing Southeast Asia and South Asia. Support Yunnan in cooperating with Southeast Asian and South Asian countries to develop terrestrial communication networks and internet services. Carry out the construction of 1:10000 basic geospatial data resources, and establish an integrated satellite positioning service system and a government geographic information application system. Strengthen the construction of information infrastructure such as broadband communication networks, digital TV networks, and next-generation internet, and support eligible regions in carrying out "Triple Play" pilot programs. Strengthen universal telecommunications services and promote communication development in ethnic minority areas.
The development goals proposed in the Opinions are: by 2015, the transportation corridor and logistics system will be basically improved, and new progress will be made in the construction of transportation, energy, water conservancy, and communication infrastructure; an export processing base that undertakes industrial transfer from the eastern and central regions and faces Southeast Asia and South Asia will be initially formed; cooperation and exchanges with Southeast Asian and South Asian countries will reach a new level; public service capacity will be further enhanced, urban and rural residents' income will increase significantly, and the number of impoverished people will be greatly reduced; the trend of water quality deterioration in plateau lakes and key river basins and the intensification of soil erosion will be curbed, remarkable results will be achieved in rocky desertification control, the forest coverage rate will reach more than 50%, and the national "12th Five-Year Plan" energy conservation and emission reduction targets will be fully completed.
