First Prefecture-level Smart Grid Dispatch System in China Put into Trial Operation
On December 15, the pilot project of the Smart Grid Dispatch Technical Support System in Hengshui, Hebei, successfully passed the acceptance inspection by the State Grid Corporation of China, marking the first prefecture-level Smart Grid Dispatch technical support system in China that meets the requirements of integrated dispatch and control and integrated prefecture-county operation, and it was put into trial operation in Hengshui.
On the same day, the "Hengshui Smart Grid Dispatch Technical Support System and Integrated Dispatch and Control Management Model Acceptance Summary Meeting" was held at Hengshui Power Supply Company. Liu Yongqi, Deputy General Manager of Hebei Branch, along with leaders from the State Grid Dispatch and Communication Center, State Grid Electric Power Research Institute, and North China Power Grid Dispatch and Communication Center, delivered speeches and jointly unveiled the "Hengshui Power Grid Dispatch and Control Center." The acceptance summary meeting was presided over by Wei Limin, Deputy Chief Engineer of Hebei Branch, with relevant experts from the State Grid system and heads of relevant departments of Hebei Branch and Hengshui Power Supply Company in attendance.
It is understood that as one of the pilot construction projects of the State Grid's Smart Grid Dispatch Technical Support System, the Hengshui project was initiated in September 2009, with Hengshui Power Supply Company undertaking the project implementation and NARI Technology Co., Ltd. responsible for system R&D. The project construction lasted one year and two months. The Smart Grid Dispatch Technical Support System currently in trial operation integrates 135 major functions and 535 sub-functions, including real-time monitoring and intelligent alarm, network analysis, intelligent analysis and auxiliary decision-making, load forecasting, and maintenance planning. Among them, 16 functions, such as centralized substation monitoring, online monitoring of secondary equipment, automatic voltage control, and auxiliary decision-making for load transfer, have set a precedent in the application functions of prefecture-level power grid automation systems nationwide.
Relying on the Smart Grid Dispatch** technical support system, Hengshui Power Grid has achieved the "integrated dispatch and control" and "integrated prefecture-county" management models. "Integrated dispatch and control" refers to the comprehensive separation of original substation monitoring and substation operation and maintenance, integrating monitoring services with dispatch services to achieve integrated management of power grid dispatch and monitoring. This new management model significantly improves the efficiency of power grid fault handling and daily operations, ensures the coordinated deployment of operation personnel, and achieves staff reduction with increased efficiency. "Integrated prefecture-county" refers to fully utilizing power communication resources to remotely interconnect the prefecture-level dispatch system and county-level dispatch system, making them logically integrated and enabling data resource sharing. This not only greatly saves system construction and maintenance costs but also enables intelligent county-level dispatch through permission settings and information distribution technology.
