Six Sectors Including Railway and Energy to Become Economic Highlights This Year
Experts say that while maintaining stable growth, equal attention should be paid to optimizing and upgrading the industrial structure, with greater emphasis on transforming the economic development model.
Wang Jun, Deputy Director of the Consulting and Research Department of the China Center for International Economic Exchanges, said in an interview with Securities Daily reporters: "In six major sectors including railway, municipal infrastructure, and energy, concrete actions should be taken promptly. While maintaining stable growth, equal attention should be paid to optimizing and upgrading the industrial structure, with greater emphasis on transforming the economic development model. In particular, infrastructure investment in areas such as railway and municipal construction is more focused on laying the foundation for the long-term development of China's economy."
Since May this year, government support for railway and highway infrastructure projects has gradually become clearer. The Ministry of Railways issued policies encouraging private capital to invest in railway construction, which broadened the investment and financing channels for infrastructure and ensured funding needs. Data shows that by the first half of the year, 80% of the suspended railway projects had resumed construction.
According to the national "12th Five-Year Plan" outline, during the "12th Five-Year Plan" period, with the construction of passenger dedicated lines, inter-regional trunk lines, and coal transport corridors as the focus, railway construction will be promoted in a scientific and orderly manner. A rapid railway network will be basically completed, covering provincial capitals and cities with a population of over 500,000. Large-capacity inter-regional trunk lines and coal transport corridors will be further optimized and improved, with coal transport capacity reaching over 3 billion tons. By 2015, the national railway operating mileage will reach approximately 120,000 kilometers, of which 48,000 kilometers will be in the western region, with the double-track rate and electrification rate reaching over 50% and 60% respectively. A convenient, safe, economical, efficient, and green railway transport network will be initially formed, basically meeting the needs of economic and social development.
Recently, China Mobile has been making frequent moves in TD-LTE. After building TD-LTE trial networks in multiple cities such as Hangzhou and Shenzhen and launching free trial activities, China Mobile is now accelerating the progress of the TD-LTE trial network in Beijing and carrying out user experience services. In Shanghai, China Mobile revealed that TD-LTE will be piloted for commercial use in the inner ring road in the first half of next year. In addition, at the just-concluded Asia Mobile Communications Exhibition and Shanghai Communications Development Annual Conference, China Mobile and TD-LTE technology attracted much attention.
In the field of ensuring people's livelihood, the General Office of the State Council recently issued the "Pilot Opinions on Comprehensive Reform of County-Level Public Hospitals." In addition, the Ministry of Health issued a notice on June 26 confirming 311 counties (cities) as pilot counties for county-level public hospital reform. Furthermore, to protect the educational rights of children of migrant workers who have moved to cities with their parents, the Ministry of Education, together with the National Development and Reform Commission, the Ministry of Public Security, and the Ministry of Human Resources and Social Security, recently formulated the "Opinions on Doing a Good Job in the Work of Children of Migrant Workers Taking Entrance Examinations for Higher Education in Their Places of Residence After Completing Compulsory Education." The opinions will be released in due course after being submitted for approval according to procedures.
