Minister of Agriculture Han Changfu emphasized that vigorously promoting rural entrepreneurship and innovation is of great significance to the implementation of the rural revitalization strategy. It is necessary to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China, seize historical opportunities, further promote rural entrepreneurship and innovation, mobilize the enthusiasm and creativity of millions of households, thousands of troops, and hundreds of millions of farmers, add new momentum to agricultural and rural development, make agriculture a promising industry, make farmers an attractive profession, and make rural areas a beautiful home where people can live and work in peace.

Establishing electronic files for farmers, providing e-commerce uplink services for agricultural products, implementing a one-person-one-code model to connect with industrial poverty alleviation, allowing every chicken and every egg from impoverished households to be traded on the platform. This is a new development that has emerged in impoverished households after the construction of Yinong Information Service Stations in every village in Hengfeng County, Jiangxi Province. The "Internet+" characteristic industry poverty alleviation has achieved phased results. According to the National Bureau of Statistics survey, in 2016, the per capita disposable income of farmers in impoverished areas was 8,452 yuan, with a growth rate 2.2 percentage points higher than the national average for rural areas.

Agricultural e-commerce pilot projects have connected impoverished villages with cities. The Ministry of Agriculture, together with the Ministry of Commerce, has deeply promoted the comprehensive demonstration of e-commerce in rural areas, implemented the e-commerce village export project, and vigorously promoted the development of e-commerce models in places such as Longnan, Gansu and Xiushan, Chongqing. "Internet+" has increased farmers' incomes.
