Information Infrastructure Investment to Exceed 2 Trillion Yuan During the 12th Five-Year Plan Period

May 7 news, according to foreign media reports, China's Ministry of Industry and Information Technology recently released industrial plans for the communications industry and the Internet industry, estimating that during the "12th Five-Year Plan" period (2011-2015), the cumulative investment scale in information infrastructure will exceed 2 trillion yuan. By 2015, telecommunications business revenue will exceed 1.5 trillion yuan, of which basic telecommunications enterprises' business revenue will exceed 1.1 trillion yuan.

In the "Broadband Network Infrastructure 12th Five-Year Plan," the Ministry of Industry and Information Technology clarified medium- and long-term development goals and implementation steps, proposing to comprehensively utilize various fiscal, tax, and financial policies to guide enterprises and social resources to increase investment in broadband network construction. In addition, it will promote the establishment of a universal broadband service compensation mechanism, expand the scope of universal service policy implementation and service content, and promote the development of broadband network infrastructure in western regions and vast rural areas.

The "Internet Industry 12th Five-Year Development Plan" proposes that by the end of the planning period, the number of Internet users in China will exceed 800 million, with a penetration rate exceeding 57%. E-commerce transaction volume will reach 18 trillion yuan. It is expected that during the period, the average annual growth rate of Internet service industry revenue will exceed 25%, breaking through 600 billion yuan.

By 2015, the total number of telephone users in China will exceed 1.4 billion, with a telephone penetration rate exceeding 100 sets per 100 people. Among them, mobile phones will exceed 1.2 billion, with a mobile phone penetration rate exceeding 85 sets per 100 people. 3G (third-generation mobile communications) users will exceed 450 million, accounting for more than 36% of total mobile phone users. At the same time, coordinated development of 2G/3G/WLAN/LTE will be planned, LTE commercialization will be achieved, and TD-LTE enhanced technology will be promoted to become an international standard.

In addition, by the end of the "12th Five-Year Plan" period, the number of Internet users will exceed 800 million, with a penetration rate exceeding 57%, of which rural Internet users will exceed 200 million. Meanwhile, online finance and e-commerce will be further popularized and deepened, with e-commerce transaction volume reaching 18 trillion yuan in 2015.
