MIIT and MOHURD Jointly Inspect Implementation of National Standards for Fiber-to-the-Home
To implement the national standards for Fiber-to-the-Home (FTTH), accelerate FTTH construction, and ensure project quality, from September to October 2014, the Telecommunications Development Department of the Ministry of Industry and Information Technology (MIIT) and the Standards and Quota Department of the Ministry of Housing and Urban-Rural Development (MOHURD) organized four joint inspection teams to conduct supervision and inspection on the implementation of national FTTH standards in eight provinces (municipalities): Henan, Hubei, Shaanxi, Sichuan, Zhejiang, Jiangxi, Tianjin, and Heilongjiang. A total of 40 FTTH projects were field-verified for compliance with national FTTH standards.
The inspection results show that the telecommunications administration bureaus and housing and urban-rural development authorities in the inspected provinces and municipalities attached great importance to FTTH work, generally formulated corresponding policy measures, and established collaborative working mechanisms. The inspected projects were generally able to comply with national FTTH standards, and FTTH work progressed steadily, with the proportion of residential communities achieving FTTH continuously rising and the problem of "difficulty in accessing residential communities" being significantly alleviated. Local authorities actively summarized experiences and innovated working methods during implementation, forming many effective practices. Henan organized the formulation of local standards for broadband network facilities in building construction, extending FTTH from residential buildings to public buildings; Shaanxi established FTTH promotion working bodies at the municipal level to ensure full implementation of national standards before, during, and after the process; Heilongjiang strengthened communication and coordination between the telecommunications industry and the housing and urban-rural development system, establishing regular meeting systems, reporting systems, work collaboration and participation mechanisms, and liaison mechanisms to reinforce the implementation of national FTTH standards; Jiangxi strengthened supervision over FTTH project quality and construction specifications by introducing professional supervision personnel to oversee key stages of FTTH projects, using supervision documentation as an important reference for acceptance and filing.
