The 12th Five-Year Plan for the Communications Industry states that it will promote two-way entry of broadcasting and telecommunications services. It will actively implement the State Council's requirements on Triple Play and issue corresponding business operation licenses to enterprises that meet the licensing conditions. It will organize a summary and evaluation of the implementation effects in pilot areas, with a focus on assessing the implementation of pilot business types, operation modes, and supporting measures. Based on the pilot situation and the summary evaluation, the scope and coverage of the pilots will be gradually expanded to promote two-way entry of broadcasting and telecommunications services.

The 12th Five-Year Plan for the Internet Industry states that in terms of Internet industry development, by 2015, the average annual growth rate of Internet service revenue will exceed 25%, surpassing RMB 600 billion. Internet enterprises will directly employ more than 2.3 million people, and the capacity of Internet-based public management and social services will be significantly improved. Breakthroughs will be made in mobile intelligent terminal operating systems, cloud computing, and emerging Internet application technologies, and the independent development capability of core Internet network equipment, intelligent terminals, basic software, and core chips will be significantly enhanced.

Recently, the Ministry of Industry and Information Technology officially released the 12th Five-Year Plan for the Communications Industry and the 12th Five-Year Plan for the Internet Industry. The former states that the breadth and scope of Triple Play pilots will be gradually expanded to promote two-way entry of broadcasting and telecommunications services. The latter indicates that comprehensive industrial upgrading will be achieved in terms of network, market, and technology environments, with a more prominent role in serving society and people's livelihoods.
