An "Intelligent Security Checkpoint" refers to the integration of public security informatization achievements such as video surveillance technology, network technology, and automatic identification technology into traditional security checkpoint operations. It directly applies various information databases from the public security network to the daily inspection duties of checkpoint officers, transforming the working mode and control methods of security checkpoints. This enables integrated operations including real-time road information monitoring, automatic identification and alarm of suspicious vehicles, and remote comparison and correlation query of information on suspects and items, thereby enhancing the checkpoint's interception and control capabilities.

Generally speaking, factors that limit the practical effectiveness of checkpoint systems fall into two categories: internal factors, mainly reflected in the immaturity of checkpoint system technology; and external factors, reflected in the lack of an effective construction and application mechanism around the checkpoint system. These can be summarized as follows:

  1. High false alarm rate. Low license plate recognition rate, lack of vehicle type recognition capability, and system instability, among others.

  2. Low interception rate. Mainly due to false alarms, untimely information processing, or blocked command channels, which are related to information processing and transmission capabilities.

  3. Large numbers of alarms left unhandled. Many checkpoints lack real-time image data processing capability, have low transmission bandwidth, and data can only be stored for backup use, which is a waste of information resources.

  4. Some checkpoint locations are not reasonably constructed. This includes reasonable layout, reasonable functionality, and high standards for information transmission.

  5. Single-function checkpoints. In addition to checking and controlling stolen or robbed vehicles, the various alarm information collected should also be used for investigation, analysis, and case-solving work.

  6. Information data is neither shared nor up-to-date. This is mainly due to incomplete networking applications for collected data and unreasonable network structures.

  7. Incomplete police collaboration mechanisms. Multi-police-force linkage and interaction should be achieved to form a situation of information sharing, coordinated action, and combined operations, thereby enhancing the application effectiveness of intelligent security checkpoints.

The construction and use of intelligent checkpoints must consider the following factors:

  1. Information data sharing. Break the information monopoly between different departments, establish information sharing mechanisms, and have all frontline and grassroots units establish and improve information collection and update mechanisms. High-bandwidth transmission channels are required to uniformly transmit collected data back to the public security bureau for processing, and to promptly transmit command information to each checkpoint.

  2. Comprehensive construction of checkpoint functions. Based on interception, case investigation, and capture of suspects, comprehensive law enforcement should be carried out, and checkpoint officers should fulfill their duties of managing both public security and traffic.

  3. Reasonable checkpoint construction planning. Four interception defense rings should be formed from the inside out. The first three rings are within the city: main roads, district checkpoints, and inter-city checkpoints. These three rings form the basis for inter-regional collaboration among cities. The fourth ring is the collaboration ring, which is an extension of the first three rings.

  4. Rapid response in command and management. To achieve rapid response, the command authority for checkpoints must be clearly defined, and unifying the police types and management departments of checkpoints will facilitate the performance of checkpoint functions. A command & dispatch system with one-key command and emergency plan functions should be deployed.

  5. Province-wide integrated regional collaboration. To achieve cross-city (regional) system deployment and police linkage, and to fully leverage the practical effectiveness of checkpoint systems, the provincial public security department must coordinate overall planning and provide unified guidance for a series of work. Command systems at all levels are required to be integrated into a networked, interconnected architecture.

Fiber optic lines are typically leased from the three major telecom operators or radio and television departments. The IDM GTD442 is a fiber optic transmission device with 2.5G transmission bandwidth, providing 2 groups of physically isolated wire-speed Gigabit Ethernet. One channel can transmit video data, while the other channel transmits the public security internal office network. Since video cameras are deployed outdoors, sharing a network with the public security intranet poses a risk of network hackers intruding into the public security intranet. If more physically isolated Ethernet channels are needed, other devices in the IDM series can be selected.

The IDM GTD422 also provides 4 telephone channels and 2 RS485 signal channels, supporting local calls, public security internal telephones, and dedicated dispatch telephones. The dispatch system can also integrate the public security wireless trunking intercom, and can even unite wireless intercom systems of other nearby social security forces. The RS485 interface can control gates, alarm devices, and more.
