1 Solution Overview
Beijing Raytrans Digital Technology Co., Ltd.'s Armed Police Force Technology-Enhanced Duty "Smart Rock" System fully leverages new-generation information technologies such as big data, the Internet of Things, cloud computing, and artificial intelligence to deeply integrate and develop various information resources, embedding digital and intelligent genes into Armed Police Force duty operations. It fully leverages the critical role of technological means in transforming combat capability generation models, promotes the optimal aggregation and maximum release of officers' and soldiers' wisdom and information effectiveness in training and combat preparation, maximizes the liberation and enhancement of combat capability, comprehensively improves the quality of core work, and ensures the duty security system remains as solid as a rock.
2 System Construction Purpose
Guided by the "six-in-one" mission requirements of the Armed Police Force, adhering to the overall approach of "comprehensive construction, systematic prevention and control, technology-enhanced duty, and ensuring safety," and applying new-generation information technologies such as big data, the Internet of Things, cloud computing, and artificial intelligence, this solution optimizes and integrates elements including command, monitoring, protection, alarm, communication, disposal, and duty information management. Centered on "one core," namely the duty management and big data analysis system, it improves the "four systems," namely the peripheral barrier system for deep defense and remote filtering, the information perception system centered on duty sentries, the comprehensive alarm system covering the entire target area, and the collaborative joint defense and linkage system for internal management and external prevention, achieving the "four transformations": duty deployment from fixed guard primarily to mobile patrol primarily, prevention and control from passive disposal primarily to active prevention primarily, sentry observation from point/line control primarily to area/domain control primarily, and duty sentries from standing image posts primarily to standing combat posts primarily. This builds a three-dimensional, multi-dimensional, full-domain, and efficient intelligent comprehensive prevention and control system for duty that is fully integrated into the GIS map-based command information system.
2.1 Duty Management and Big Data Analysis System
Highlighting the three core requirements of duty behavior management, duty data acquisition, and command communication, at the Armed Police Force headquarters, corps, and detachment three-level organs and duty squadrons, cutting-edge technologies such as big data analysis, cloud computing, and converged communications are actively applied. Duty information system software with successive system architecture and functions is deployed at different levels, breaking down information interaction barriers between command organizations at all levels and duty squadrons, achieving interconnection, intercommunication, and integration of information across different networks, and accomplishing the integration of basic duty management functions and the dynamic collection, real-time acquisition, proactive push, centralized storage, and in-depth analysis of basic data. This enables full-process management of duty behavior, automatic analysis of duty data, comprehensive sharing of duty information, and auxiliary decision-making for duty command. At the Armed Police Force headquarters and corps levels, relying on the secure and controllable information protection system, the duty information system is integrated and connected with the GIS-based command information system, building a force-wide information resource sharing system to achieve the purposes of perceiving mission situations, smoothing command channels, and assisting scientific decision-making.
2.2 Peripheral Barrier System
Focusing on filtering security risks at the far end, controlling them at the initial stage, and stopping them before they emerge, the defense line is pushed forward, depth control is implemented, and a strong peripheral prevention barrier is built. For peripheral ground safety hazards, informatization renovation of physical defense facilities such as perimeter walls (fences), guardrails, steel mesh walls, and razor wire is implemented, and perimeter prevention systems such as electronic fences are upgraded and improved. Focusing on personnel entry and exit control requirements, fully functional systems such as security inspection, visitor registration, and sentry post access control are built to eliminate control risks. Around real-time disposal requirements, automatic patrol searchlights and auxiliary disposal systems such as high-intensity blinding lights and sonar dazzling devices are installed at the top of the prison wall, achieving immediate disposal upon detection of duty dangers. Directly facing threats above the target airspace, appropriate technical means are selected to deploy drone countermeasure systems, establishing an air prevention system with full-domain control of the target. Each barrier system is simultaneously deployed with IoT systems, enabling each barrier to be connected to the network information system, achieving one-point triggering and multi-point alarming.
2.3 Information Perception System
Focusing on the transformation of duty sentries from passively receiving information to actively acquiring information, a duty information platform is built through the Smart Sentry Post Information System, transforming sentry post information endpoints into important nodes for comprehensively utilizing various resources. The Smart Sentry Post Information System is built to achieve goals such as comprehensive sharing of duty information, full-dimensional monitoring of duty elements, full-process management of duty behavior, all-time supervision of duty order, and full-member linkage of situation disposal.
The Smart Sentry Post Information System is developed and designed using key technologies such as automatic control, network communication, image processing, biometric recognition, video codec, audio, and the Internet of Things, achieving full-domain monitoring, full-member mutual control, duty inspection and sentry rotation, ammunition box control, alarm linkage, voice intercom, and telephone communication. It features fiber-optic, high-definition, intelligent, informatized, and integrated characteristics, realizing intelligent duty management and real-time combat command, effectively enhancing duty combat capability.
2.4 Comprehensive Alarm System
Focusing on comprehensively improving the capability of pre-warning, pre-detection, and pre-disposal, an advanced alarm system with full dimensions, multiple levels, and zero errors is built. Alarm means are improved. At target perimeters, entrances and exits, and key locations, multiple alarm means are comprehensively applied, virtual intrusion alarm technology is promoted and applied, ensuring sensitive perception, real-time warning, and intelligent analysis of various intrusion behaviors. Wireless alarm devices are equipped on the premise of ensuring network security, enabling real-time alarming during sentry patrols on patrol routes or emergency response teams' regular patrols and alerts on the prison wall. Fusion and expansion functions. The alarm system is fully integrated into video surveillance, lighting, communication, access control, and interception systems, system networking renovation is completed, and gradual integration with auxiliary disposal systems such as high-intensity blinding lights and sonar dazzling devices is achieved, upgrading to an electronic sentry system with integrated warning and prevention control and intelligent situation disposal. Multi-point synchronous linkage. The alarm systems of target units and duty detachments are networked and operated, and alarm terminals and voice broadcast systems are installed in duty detachment combat duty duty rooms, standby rooms, target sentry posts, and military camps, achieving synchronous alarm reception and synchronous command issuance, realizing one-point alarming, multi-point perception, and overall linkage.
2.5 Joint Defense and Linkage System
Focusing on efficient linkage response and disposal of emergencies at duty targets, military-civilian linkage project construction is actively promoted, building a joint defense pattern with multi-party participation and shared security. According to the requirements of data sharing, resource co-utilization, information synchronization, command linkage, and seamless integration, government and public security information data are integrated to achieve intelligence exchange, linkage alarming, and collaborative disposal.
