Brief:In recent years, with the advancement of technology and informatization, to meet the actual mobile command business needs of users such as fire protection, public security, and military forces, our company has launched a converged communication mobile command & dispatch system, realizing converged emergency command in various scenarios such as fire rescue, natural disaster relief, field training, and emergency rescue, achieving business convergence and sharing as well as efficient command. II. Networking Solutions

The system supports multiple communication networking methods such as MESH COFDM ad-hoc networking, 4G LTE, wireless bridges, and satellite communication. The following are the application topology diagrams of three networking methods respectively.

In this system, the business flow is designed as follows: front-end smart soldier terminals access UAVs or vehicle-mounted MESH relay radios via 2.4G/5.8G wireless MESH, and finally access the IDM MCC converged dispatch switch at the ground command center, thereby backhauling front-end data to the command center

III. Main Functions

3.1 On-site Supervision

Front-end personnel upload real-time positioning and movement tracks, record and save on-site audio/video data through the IDM smart soldier handheld large-screen terminal, front-end IDM smart soldier PAD, and IDM smart soldier APP, while maintaining communication with the command center. The command center reviews real-time on-site images and saves videos, realizing effective upload of front-end information and rapid issuance of command center instructions, achieving supervision and recording of on-site conditions.

3.2 Real-time Calling

Front-line personnel conduct two-way intercom with the command center platform through front-end devices, facilitating timely reporting and instruction delivery as well as unified action command. The system supports echo cancellation and noise suppression, avoiding crosstalk and background noise. It features high-quality speakers, maintaining high-quality intercom even in noisy outdoor environments.

3.3 Real-time Video

Front-end IDM smart soldier handheld large-screen terminals and front-end smart soldier terminals (including IDM smart soldier handheld large-screen terminals, IDM smart soldier PADs, and IDM smart soldier APP) support video capture at multiple resolutions (720P/1080P). Video backhaul is realized using multiple communication technologies such as MESH ad-hoc networking, 4G LTE, wireless bridges, or satellite communication, facilitating real-time viewing by the command center to grasp on-site conditions. While viewing videos, video files can be saved and bound to terminal device IDs or personnel information for later review and management.

3.4 Real-time Audio/Video Calling

Front-end smart soldier terminals (including IDM smart soldier handheld large-screen terminals, IDM smart soldier PADs, and IDM smart soldier APP) can directly dial users in the contacts list for audio/video communication.

3.5 Audio/Video Conference

Also known as video consultation, video dispatch, or audio/video intercom. Used for video dispatch and conferencing between video cameras, soldier terminals, and dispatch consoles. Local video sources can be front/rear cameras of soldier terminals, USB cameras, or WIFI-direct connected cameras.

3.6 Real-time Positioning

Front-line IDM smart soldier handheld large-screen terminals, front-end IDM smart soldier PADs, and IDM smart soldier APP support GPS/BD positioning systems. The recorder can transmit location information to the backend in real time via MESH ad-hoc networking, 4G LTE, wireless bridges, or satellite communication. Positioning information is displayed in real time on the GIS electronic map. Trajectory tracking can also be performed for selected terminals, enabling better personnel supervision.

3.7 Visual Command

Combining GIS one-map, video backhaul, and voice communication, resources are integrated for visual display, helping the command center achieve mobile informatization and intelligence. It supports multiple dispatch functions such as voice dispatch, video dispatch, audio/video dispatch, SMS dispatch, GIS dispatch, BeiDou short message communication, and audio/video consultation, making decision-making more timely, intelligent, and efficient.

3.8 GIS One-map

Visual display on the GIS map includes basic personnel information, call group information, device status, IoT information, and key areas. For video users, current video surveillance images can be viewed directly on the GIS interface. Management personnel can use box selection on the GIS to view all resource types in the selected area, enabling reasonable task allocation and decision instruction issuance.

3.9 IM Instant Messaging

Provides group communication with voice, text, positioning, images, and pictures. An instruction notification text interaction display window is provided on the audio/video interface. Users can switch to instant messaging functions at any time to send and receive location, voice, text, numerical values, images, and short videos.

3.10 Information and Instruction Reception

Used to receive text SMS instructions from the central end, requiring confirmation upon receipt.
