As of December 31, 2015, China's elevator installed base reached 4.25 million units, with 696 licensed manufacturers and 10,326 licensed installation and maintenance companies. By the end of 2016, the installed base is expected to reach 5 million.

  2. However, with the rapid growth in the number of elevators, incidents of people being trapped or injured due to power outages, malfunctions, and other causes have frequently occurred in many regions, alarming the public and becoming prominent events that have drawn attention to elevator safety. According to statistics from the General Administration of Quality Supervision, Inspection and Quarantine, 58 elevator accidents occurred nationwide in 2015, resulting in 46 deaths.

  3. Investigations found that problems exist in the manufacturing, installation, use, maintenance, and supervision of the elevator industry. More than 46% of elevators in public places are operating "with illness" or "with injuries." Such widespread problems pose significant hidden dangers to elevator operation safety. Once a safety accident occurs, casualties are inevitable. Elevators have become a new hidden danger to urban public safety.

II. Causes of Elevator Malfunctions

  1. Inadequate maintenance: The lack of effective supervision over elevator maintenance results in persistently high malfunction rates.

  2. Untimely fault alarms and rescue: Delayed fault alarms, trapped passengers, and unattended duty personnel, combined with a lack of technical means, are among the main causes of expanded injuries and losses in trapping accidents.

  3. No trapped-passenger comfort system: When an elevator malfunctions, trapped passengers, unfamiliar with the elevator's principles and structure, become anxious and may attempt blind self-rescue, often engaging in dangerous behaviors such as prying open doors or trying to climb out, leading to numerous secondary injuries.

V. Smart Elevator Inspection and Maintenance System

  1. Conduct regular inspection tours of electrical and mechanical equipment in the machine room, clean the car and machine room, and check driver shift handover records.

  2. Perform maintenance on the elevator once a day in accordance with national safety technical specifications; conduct detailed checks of various safety protection devices and electrical control components each month, replace various wearing parts, and report inspection and maintenance data through the inspection APP.

  3. Conduct detailed inspections of important mechanical components and electrical equipment each quarter, make adjustments and repairs, and report inspection and maintenance data through the inspection APP.

  4. Conduct a comprehensive safety technical inspection once a year to determine the elevator's operating condition and identify unsafe factors, and formulate a rectification plan. Report inspection and maintenance data through the inspection APP.

  5. Depending on elevator performance and usage frequency, a comprehensive overhaul may be carried out every three to five years (cleaning the traction machine, replacing friction pads, inspecting the control cabinet, replacing steel wire ropes, conducting balance coefficient tests, etc.). Report inspection and maintenance data through the inspection APP.

  6. If an elevator is out of service for an extended period or has been subjected to fire, earthquake, flooding, or other conditions, detailed elevator inspection records should be made, and the elevator may only be put back into service after passing inspection by the special equipment supervision authority. Report inspection records through the inspection APP.

  7. Establish an "Elevator Inspection Record" and fill in detailed records of faults and causes, especially data on the repair and adjustment of safety components and safety devices, to provide reliable data for future elevator inspection, repair, and maintenance work.
