[Document] Emergency Rescue Method for Elevator Upward Overspeed Protection Device Activation
Scope of Application: Machine room traction-type vertical elevators equipped with an upward overspeed protection device, and elevator entrapment incidents caused by the activation of the upward overspeed protection device.
Notes:
A This appendix is for reference only; each unit shall develop corresponding emergency rescue methods based on actual conditions;
B Members of the emergency rescue team shall hold the "Special Equipment Operator Certificate" issued by the competent authority for special equipment;
C At least 2 rescue personnel are required;
D Emergency rescue equipment and tools: landing door unlocking key for emergency opening, hand winding wheel or winding device, brake release wrench, common hardware tools, lighting equipment, communication devices, internal emergency organization contact list, safety protective equipment, hand grinder/cutting equipment, pry bar, warning signs, etc.;
E Ensure personal safety while carrying out the rescue.
0、 General Principles
0.1 First, disconnect the elevator main switch to prevent accidents caused by sudden power restoration during the rescue process;
0.2 Inform the personnel inside the elevator car that the rescue operation has begun, and instruct them to cooperate with the rescue, not to pry open the doors, and not to attempt to leave the car;
0.3 Cut off the elevator main power supply in the machine room, check whether the steel wire ropes and traction sheave are normal, and confirm that they meet the rescue requirements for manual winding operation;
0.4 Confirm the positions of the elevator car and counterweight, and select the landing floor where the elevator is to be stopped;
0.5 There are four common types of elevator upward overspeed protection devices and their rescue methods:
0.5.1 Counterweight Safety Gear Activation
0.5.2 Traction Steel Wire Rope System Rope Gripper Activation
0.5.3 Gearless Elevator Car Upward Brake Activation
1、 Elevator Car Upward Safety Gear Activation:
1.1 Rescue Plan 1:
1.1.1 Rescue personnel reach the top of the elevator car;
1.1.2 Set the inspection switch on the elevator car top to the inspection position, placing the elevator in inspection control mode;
1.1.3 Connect the elevator main power supply in the machine room, restore the safety switches on the overspeed governor and safety gear, so that the safety circuit returns to normal, and the landing door lock safety circuit is normal;
1.1.4 Operate the elevator in jog mode to run downward to release the safety gear;
1.1.5 After the safety gear is released and reset, the rescue personnel on the elevator car top operate the elevator in jog mode to stop the car at the selected landing floor. After confirming leveling, notify other rescue personnel to cut off the elevator main power supply in the machine room;
1.1.6 After confirming that the elevator car is leveled, the rescue personnel on the car top manually operate the door opening mechanism to open the landing door/car door and rescue the trapped personnel;
1.1.7 If Rescue Plan 1 cannot complete the rescue, Rescue Plan 2 may be selected to continue the rescue.
1.2 Rescue Plan 2:
The manual winding operation method may be adopted to level the elevator car, then open the landing door/car door to complete the rescue. Refer to Emergency Operation Method for Machine Room Traction Elevators for the rescue procedure.
1.3 Request for Support:
When the above rescue methods cannot complete the rescue: the head of the emergency rescue team shall report to the unit's emergency command center and request support.
2、 Counterweight Safety Gear Activation:
2.1 Rescue Plan 1:
2.1.1 Rescue personnel reach the top of the elevator car;
2.1.2 Set the inspection switch on the elevator car top to the inspection position, placing the elevator in inspection control mode;
2.1.3 Connect the elevator main power supply in the machine room, restore the safety switches on the overspeed governor and safety gear, so that the safety circuit returns to normal, and the landing door lock safety circuit is normal;
2.1.4 Operate the elevator car in jog mode to run downward to disengage the counterweight safety gear wedges from the guide rails;
2.1.5 After the safety gear is disengaged from the guide rails, the rescue personnel on the elevator car top operate the elevator in jog mode to stop the car at the selected landing floor. After confirming leveling, notify other rescue personnel to cut off the elevator main power supply in the machine room;
2.1.6 After confirming that the elevator car is leveled, the rescue personnel on the car top manually operate the door opening mechanism to open the landing door/car door and rescue the trapped personnel;
2.1.7 If Rescue Plan 1 cannot complete the rescue, Rescue Plan 2 may be selected to continue the rescue;
2.2 Rescue Plan 2:
The manual operation method may be adopted to level the elevator car, then open the landing door/car door to complete the rescue. Refer to Appendix 10 for the rescue procedure.
2.3 Request for Support:
When the above rescue methods cannot complete the rescue: the head of the emergency rescue team shall report to the unit's emergency command center and request support.
3、 Traction Steel Wire Rope System Rope Gripper Activation:
3.1 Place the elevator in inspection status;
3.2 Refer to the elevator manufacturer's instructions to release the rope gripper acting on the traction steel wire ropes, and inspect the steel wire ropes, etc. After confirming they are normal;
3.3 Restore the elevator overspeed governor upward overspeed protection device to normal (including the safety switches of the overspeed governor and rope gripper);

3.4 Connect the elevator main power supply;
3.5 Rescue method: Emergency Operation Method for Machine Room Traction Elevators or jog operation, after confirming the elevator is normal;
3.6 Operate the elevator in inspection mode to level at the nearest floor. After leveling, open the landing door/car door and rescue the trapped personnel;
3.7 Request for Support:
When the above rescue methods cannot complete the rescue: the head of the emergency rescue team shall report to the unit's emergency command center and request support.
4、 Gearless Elevator Car Upward Brake Activation:
4.1 Refer to the elevator manufacturer's instructions to restore the elevator overspeed governor upward protection device to normal;
4.2 Inspect the brake system to confirm it is functioning normally;
4.3 Connect the elevator main power supply;
4.4 Operate the elevator in inspection mode to level at the nearest floor. After leveling, open the landing door/car door and rescue the trapped personnel;
4.5 Request for Support:
When the above rescue methods cannot complete the rescue: the head of the emergency rescue team shall report to the unit's emergency command center and request support.
5、 Fill in the "Emergency Rescue Record" and file it for archiving.
