User Requirements
Requirements Description:
- Each plant's dispatch switch room must have fiber optic cable to the company's general dispatch room, and must be able to provide more than 2 dispatch telephone lines;
- If loop trunk networking is used, each plant's dispatch switch must provide one loop trunk interface and one extension port to connect with the general dispatch's extension port and loop trunk interface;
- Calls from the general dispatch to each plant can be made by directly dialing the extension number;
- Calls from each plant to the general dispatch, if the branch plant's dispatch switch has loop equal-digit outgoing call capability, can also directly dial the general dispatch telephone; if not, secondary dialing is required.
As shown in the figure above, the original dispatch system involves 12 models of dispatch switches from 8 companies. Unifying these dispatch switches under a general dispatch platform is technically challenging, and many branch plants' dispatch switches are outdated and do not provide E1 digital signaling. Initially, the user does not want to change the existing dispatch mode or rebuild a new dispatch system, but wants to fully utilize existing equipment and add multiple one-key direct-dial dispatch consoles in the general dispatch room. To this end, we have provided several different solutions.
- Solution 1
-----Add our multimedia dispatch system to the trunk interface of the switchboard in the general dispatch room
Solution Features:
- Our multimedia dispatch system connects to the switchboard in the general dispatch room via E1 digital signaling. Our multimedia dispatch system can provide multiple consoles, and can even provide a dispatch terminal for each branch plant;
- Our dispatch system can record the routing information of each user. In addition to equal-digit dialing between dispatch switches, it can also recognize secondary dial tones and automatically redial the user's extension number;
- In addition, our dispatch console has an automatic user-finding function, i.e., it first dials the user's fixed-line extension; if the extension is unanswered or busy after several rings, it automatically dials the user's mobile phone via the GSM/CDMA channel using the group short number (free) or the full number (for users not in the group). If the call is not answered within a preset time (no ringback tone), it asks whether to connect to the wireless trunking network for intercom paging;
- In this solution, video intercom terminals or tablet PCs are connected via WIFI wireless access. During voice calls, a video binding function can be selected, so that images from the terminal devices can be transmitted to the dispatch center in real time;
- This solution fully utilizes the original dispatch system, does not change the original branch plant dispatch mode, and protects the original investment;
- The disadvantage is that it cannot fully leverage the functions of the multimedia dispatch system. The dispatch priority of the general dispatch room can only be lower than that of the branch plant dispatch systems, and there is no forced release or barge-in function. Broadcast, multicast, and conference functions are relatively weak, and cross-switch paging and intercom functions cannot be flexibly implemented.
- Solution 2
-----Without changing the original dispatch structure, add priority control and flexibly implement multicast, conference, etc., to facilitate the comprehensive implementation of various emergency plans.
Solution Features:
- Cascade PCM equipment between the branch plant dispatch network access side and the branch plant dispatch room switchboard, connecting to the branch plant dispatch switchboard via FXS interfaces and accessing the branch plant dispatch network via FXO ports;
- Configure our IDM multimedia dispatch switch at the central end, and implement dispatch functions for client telephones through the E1 channels in its fiber optic links;
- This solution does not change the original dispatch system structure. Through partial modification, it implements voice dispatch and dispatch priority control;
- It implements voice multicast dispatch functions, conference call functions, etc.
- Solution 3
-----Fully integrate the existing plant area video surveillance to form a converged audio/video dispatch system
Solution Features:
- On the basis of the original video surveillance network, connect via IP interfaces to our multimedia dispatch switch MSAP-CP, so that the surveillance video of the original plant area clients can all enter the audio/video dispatch system designed by us;
- At the central end, a video picture processor is used to connect the multimedia dispatch switch to the large screen, and the video surveillance signals of each site can be centrally displayed on the large screen;
- The original video surveillance system is fully preserved and is connected to this dispatch system through several Ethernet ports.
- Solution 4

The access ports of this platform software system (including dispatch, video, conference, large screen, GIS geographic information, emergency plans, etc.) comply with the networking requirements for emergency dispatch command in coal mining enterprises.
Main Functions of the Command & Dispatch Software Platform System
- Upgrade of traditional telephone functions: ordinary telephone terminals from external systems can be seamlessly integrated and upgraded into visual dispatch communication command phones;
- Dedicated touchscreen dialing function: leaders do not need to memorize numbers, and can make one-key touch calls visually;
