2.1 Overall Objectives
Build a satellite launch site converged communication command & dispatch system featuring "full-area coverage, all-time connectivity, and all-element integration", upgrading command & dispatch from "voice-only" to full-dimension "audio/video + data" interaction, ensuring smooth communication and efficient collaboration for core missions such as rocket launch tracking and filming, 800KM remote site management, and multi-scenario emergency response.
2.2 Specific Objectives
Enable multi-terminal converged interconnection: Compatible with traditional telephones, digital trunking two-way radios, SIP conference/dispatch microphones, broadcast terminals, surveillance cameras, multi-mode audio/video terminals, IoT sensors, and other devices, eliminating information silos.
Ensure full-scenario communication coverage: Cover all scenarios including the base command center, launch site, mobile vehicle-mounted command, portable emergency command, and 800KM remote sites, supporting multi-link redundant transmission via fiber, satellite, shortwave, 4G/5G, and ad-hoc networks.
Strengthen intelligent dispatch capabilities: Integrate AI video analysis, speech-to-text, AI dispatch agents, and other functions to enable intelligent management of rocket launch tracking cameras, voice recording backup, and intelligent command push.
Improve data fusion awareness: Aggregate terminal location, temperature/humidity, gas, and other toxic gas detection data to enable real-time environmental status monitoring and anomaly alerts.
Enhance emergency support capabilities: Provide shortwave relay communication in network-free environments, multi-link intelligent switching, dispatch server active/standby redundancy, and other functions to ensure uninterrupted communication in extreme scenarios.
Overall Architecture Design
This solution adopts a "layered architecture, full-domain interconnection" design approach, comprising five layers from top to bottom: Application Layer, Dispatch Layer, Transport Layer, Terminal Layer, and Perception Layer. All layers work collaboratively to achieve all-element converged communication.

3.2 Core Functions of Each Layer
Application Layer: Deploy core application systems such as audio/video dispatch, conference consultation, GIS dispatch, emergency management, and AI analysis, providing a visual command operation interface.
Dispatch Layer: The core dispatch hub, deploying core equipment such as the IDM RG-3200 Converged Dispatch Integrated Gateway to enable audio/video signal switching, link management, permission control, data aggregation and distribution, ensuring system-wide collaborative operation.
Transport Layer: Build a multi-link redundant transport network, using equipment such as the IDM OSN-5GE multi-link aggregation device to adapt to communication requirements across different scenarios, ensuring stable and reliable data transmission.
Terminal Layer: Deploy various command terminal devices, including the IDM MCC660 desktop intelligent command terminal and IDM MCC680 dual-mode audio/video conference terminal, for audio/video capture/output; the IDM talkie90 desktop SIP voice dispatch microphone for command reception, among other functions.
Perception Layer: Deploy IoT sensors to collect environmental and equipment status data such as location, temperature/humidity, and toxic gas levels.
