Converged Communication Command & Dispatch System Solution for Large Enterprises
I System Design
The topology of this solution is shown in the figure below.

System Architecture Design Description:
This system incorporates the converged communication command & dispatch system, digital twin visualization platform, GIS geographic information system, video surveillance platform, and other systems and applications, while utilizing converged access systems and devices to achieve interconnection and data sharing among all systems.
(1) This converged communication command & dispatch system is centered on the IDM MCC converged communication dispatch server, interconnected with the digital twin visualization platform and GIS geographic information system via the large enterprise LAN. The system is configured with a converged communication dispatch server to provide dispatch user registration, voice concurrency, dispatch user authorization, conference user authorization, recording authorization, and other functions;
(2) The IDM MCC converged communication dispatch server connects to the large enterprise program-controlled telephone system via FXO analog trunks, FXO subscriber lines, and E1 digital trunks, connecting to the enterprise's external and internal telephone lines;
(3) The IDM MCC converged communication dispatch server supports access to the large enterprise trunked intercom system;
(4) This system is built on the enterprise private network/LAN for internal enterprise operations, connecting internally to the enterprise video surveillance system, office system, IP telephone system, and other business systems;
(5) The network-wide converged command & dispatch system connects externally through the IDM SE1800 session edge controller, achieving secure isolation between the internal dispatch private network and the public network, and enabling external access to other NGN networks and the public network;
(6) This converged command & dispatch system also needs to implement access to the video conference system and video surveillance system, enabling audio/video converged dispatch and video consultation functions. This system achieves inter-system integration through the video conference gateway and video surveillance convergence gateway.
II System Functions
2.1 Voice Dispatch Functions

Voice dispatch functions mainly include all basic communication and supplementary service functions of softswitch communication, common dispatch functions, dispatch conference functions, recording, SMS, fax, system management, dispatcher management, and other related functions. The console supports command & dispatch of the following types of communication terminals, including dialing, monitoring, call pickup, hold, barge-in, forced release, transfer, night service, roll call, polling, conference, broadcast, intercom, ringer cutoff, recording, surveillance access, queue, and dial pad calling.
2.2 Video Dispatch Functions

The converged video dispatch module mainly implements access to various video sources, and through the video server achieves transcoding, mixing, and forwarding of various video sources. The accessed video sources include video surveillance systems, video conference systems, individual soldier systems, broadband trunked terminals, video phones, and other video sources.
2.3 GIS Dispatch Functions

The system can be linked with the existing GIS system, combined with the actual business needs of industry user command & dispatch, fully leveraging the intuitive display capability of GIS to centrally command and uniformly control various multimedia resources and devices based on maps, integrating the regional geographic information, video surveillance points, positioning information, and other information most relevant to commanders into the integrated emergency command platform, facilitating commander operations and realizing multimedia command & dispatch such as voice dispatch and video surveillance viewing, maximizing the role of the integrated emergency command platform and improving the work efficiency of center staff.
2.4 Mobile Converged Intercom Communication


(1). Intercom Call
Intercom calls to mobile terminals can be initiated through the console, with push-to-talk priority for speaking, and real-time monitoring of intercom status.
(2). Intercom Group Call
Multiple intercom groups can be configured on the console, and group calls can be initiated through the console, with all mobile terminals under the intercom group achieving push-to-talk priority for speaking.
(3). Video/Image Upload
Mobile terminals can proactively send text, images, and video to the console, where they can be viewed and downloaded.
(4). Video/Image Distribution
Through the console, images and video uploaded from mobile terminals can be distributed to other mobile terminals for viewing.
(5). Video Conference
Video conferences can be initiated via the APP on mobile terminals, enabling video conferencing among individual soldier devices with the APP installed.
(6). Video Surveillance Viewing
Video surveillance images can be viewed via the APP on mobile terminals.
