These processes require the coordination between the command center and on-site APP terminals.

Since there are many professional teams and mass organizations at the emergency site, it is also difficult to equip a large number of professional collaboration tools. Therefore, it is expected that the APP software can perform more on-site command and collaboration functions. Generally, the following 4 types of functions are required: 1. Incident reporting and handling, including the major and minor categories of incidents as well as data, text, voice, images, videos, etc. The platform will automatically route the workflow to the next node for processing according to the incident category, and specify the processing time limit and processing standards. It also provides query and statistics functions; 2. Task management, including inspection, patrol, guard tour, etc. The APP will prompt users to report and upload data at the specified time and location according to the specified content. It also has automatic supervision functions, alerting on abnormal events and notifying the corresponding management departments; 3. Data reporting, which refers to reporting the corresponding measurement data to the data center at the specified time or location, with automatic processing by the backend big data center; 4. Audio/video command and dispatch, which refers to the positioning display of all dispatch resources, as well as query, historical data playback, etc. It also provides intercom management for members of management groups. Not only can people intercom with each other, but access control intercom, elevator intercom, trunked intercom, and telephones can also be connected to the intercom group.

In the system backend, data collected from the Internet of Things, APP, call center, and network collection will undergo data governance. Combined with the industry's knowledge graph, modeling analysis and model deduction are performed to form auxiliary decision-making options.

Emergency plan management includes plan drills and plan implementation. During normal times, drills improve the accuracy of big data modeling and reserve modeling types. Drills also enhance the coordination capability of each link.
