Project Overview
The political-legal access network is a comprehensive information network covering the municipal public security, political-legal committee (comprehensive social management office), public security, procuratorate, court, and judicial administration. The political-legal access network relies on the 2.5G three-level MSTP transmission network to carry voice (telephone, fax, conference call, etc.), data (Ethernet), and video (video conference, video surveillance, video command) as a dedicated network for comprehensive applications. Through renovation and construction, a city-wide all-fiber network access is established to achieve voice, data, and video interconnection. The entire network adopts a unified comprehensive information network platform, enabling interconnection and resource sharing among political-legal and public security departments, thereby providing strong support for the informatization of the political-legal and public security systems.

Network Architecture Solution
This solution is a feasibility network architecture solution and product technology description provided by Beijing Raytrans Digital Technology Co., Ltd. specifically for the *** municipal political-legal comprehensive information access network. All services in this solution are supported on the upstream 2.5G three-level backbone MSTP network. Through the STM-1 optical interfaces and GE interfaces provided by the three-level backbone network, with the county public security bureau as the core aggregation node, the all-fiber network construction carries the services of the county public security bureau, county procuratorate/court/judicial/political-legal departments, county-level directly affiliated units, and various police stations/comprehensive social management offices/judicial offices, achieving voice, Ethernet, and E1 interconnection across the entire network.
This solution focuses on describing the network architecture method, fiber optic routes and service flows, Ethernet service allocation modes and bandwidth, voice implementation methods, equipment configuration, network optimization description, service provisioning, node configuration schemes, existing equipment reuse schemes, equipment installation organization implementation plans, and cutover schemes in the political-legal access network system solution.
Network Architecture Method
The political-legal comprehensive information access network receives the STM-1 optical interfaces and GE interfaces provided by the three-level MSTP 2.5G transmission network for each district (county) public security bureau, and the STM-1 optical interfaces provided for the political-legal committees, procuratorates, courts, and judicial departments of each district (county).
The political-legal access network adopts an all-fiber access method to achieve dedicated telephone, broadband Ethernet interconnection, and E1 channel video access from county-level units to various townships and directly affiliated units. The Ethernet networks of public security, procuratorate, court, and judicial departments are physically isolated through the EOS channel configuration of the equipment. The public security access network adopts a hierarchical management method to achieve data, voice, and video access for grassroots units and teams.
The political-legal access network adopts a unified network management method across the entire network, establishing a star network topology with district (county) public security bureaus as aggregation nodes, district (county) political-legal/procuratorate/court/judicial departments as tandem nodes, township police stations as township tandem nodes, and county directly affiliated units and grassroots units as access nodes.
The equipment configured in the access network adopts an integrated transmission and access solution, allowing unified deployment and unified monitoring of all network equipment, while also achieving unified construction by the political-legal system, shared transmission resources, and reduced construction costs. Fully utilizing the development of existing communication technologies, the configuration adopts products designed with advanced technology to meet the system expansion and upgrade requirements of the political-legal access network over a long period, and to meet future development requirements.

Overall, this political-legal fiber optic transmission access network adopts a combination of SDH-based MSTP multi-service transmission, SDH-based MSAP multi-service access, and PDH access methods. The adoption of MSTP and MSAP technologies enables smooth upgrades to meet future bandwidth requirements for transmission and access in the political-legal access network.
This project meets the port and bandwidth requirements of the political-legal access network construction by adding corresponding equipment, reusing existing equipment, and expanding existing equipment service boards, achieving 155M transmission bandwidth using SDH technology for district-level units and municipal directly affiliated units, 155M transmission bandwidth using SDH technology for county (city)-level horizontal networks, 155M transmission bandwidth using SDH technology for county (city) directly affiliated units, 155M transmission bandwidth using PDH technology for district grassroots units (police stations, comprehensive social management offices, grassroots courts), and 155M transmission bandwidth using PDH technology for county (city) grassroots units.
