It is currently generally believed that the next-generation network is an IP-based packet network that supports multiple services, enables separation of services from transport, features independent control functions, open interfaces, Quality of Service (QoS) guarantees, and support for universal mobility.

NGN is a packet network that provides multiple services including telecommunications services, and is capable of utilizing transport technologies with various bandwidths and QoS capabilities to achieve separation of service functions from the underlying transport technologies. It allows users free access to networks of different service providers and supports universal mobility, achieving consistency and uniformity in user access to services. It is a comprehensive open network architecture based on packet technology, centered on softswitch, capable of providing voice, data, video, and multimedia services, and represents the development direction of communication networks. NGN features packet transport, separation of control functions from bearer, call/session, and application/service layers, separation of service provisioning from the network, open interfaces, utilization of basic service building blocks, provision of a wide range of services and applications, end-to-end QoS and transparent transmission capabilities, interworking with traditional networks through open interface specifications, universal mobility, allowing users to freely access different service providers, support for multiple identification systems, and convergence of fixed and mobile services, among other characteristics.
