Ministry of Commerce Preliminary Ruling: Dumping of Single-mode Optical Fiber from India
According to the Ministry of Commerce website, the Ministry of Commerce issued an announcement today, preliminarily ruling that imported single-mode optical fiber originating from India constitutes dumping, and will implement provisional anti-dumping measures in the form of security deposits.
It is reported that on June 18, 2013, Jiangsu Fasten Photonics Co., Ltd., Furukawa Fiber Optics Technology Co., Ltd., Futong Group Co., Ltd., Jiangsu Hengtong Optical Fiber Technology Co., Ltd., Chengdu Zhongzhu Optical Fiber Co., Ltd., Zhongtian Technology Optical Fiber Co., Ltd., and Jiangsu Tongding Optoelectronic Technology Co., Ltd., on behalf of China's domestic single-mode optical fiber industry, applied for an anti-dumping investigation into single-mode optical fiber originating from India.
The investigating authority conducted an investigation into whether the investigated product constituted dumping and the dumping margin, whether the domestic single-mode optical fiber industry suffered injury and the degree of injury, and the causal relationship between the dumping and the injury. The investigating authority preliminarily ruled that, during the investigation period of this case, imported single-mode optical fiber originating from India constituted dumping, China's single-mode optical fiber industry was threatened with material injury, and there was a causal relationship between the dumping and the threat of material injury.
The investigating authority decided to implement provisional anti-dumping measures in the form of security deposits. Starting from May 14, 2014, import operators, when importing single-mode optical fiber originating from India, shall provide corresponding security deposits based on the dumping margins determined for each company in the preliminary ruling.
