Two Ministries Urge Implementation of Fiber-to-the-Home National Standard, Will Conduct Joint Spot Checks

To implement the fiber-to-the-home national standard, accelerate fiber-to-the-home construction, and ensure the quality of fiber-to-the-home projects, the Ministry of Industry and Information Technology and the Ministry of Housing and Urban-Rural Development have recently decided to carry out supervision and inspection of the implementation of the 2014 fiber-to-the-home national standard, and have issued a notice with clear requirements.

The notice specifies that the inspection will focus on three aspects: the development of policies and measures, the establishment of management mechanisms, and the implementation of publicity, training, supervision, and management by administrative departments; the implementation of the fiber-to-the-home national standard for communication supporting facilities in residential construction projects such as commercial housing, commercial-residential buildings, and affordable housing in urban areas at or above the county level where fiber transmission has been realized in the public telecommunications network, with emphasis on the implementation of mandatory provisions; and the implementation of the fiber-to-the-home national standard by residential construction, telecommunications operation, engineering design, construction drawing review, construction, and supervision units.

The notice states that the inspection will be conducted in two stages: provincial inspection and joint spot checks by the two ministries. During the provincial inspection stage, all regions must complete their local inspection plans by mid-May, complete inspections by the end of August, with no fewer than 3 cities inspected in each region and no fewer than 5 projects inspected in each city. The joint spot checks by the two ministries will be conducted from September to October, with 4 inspection teams conducting spot checks in 8 provinces, inspecting two cities in each province (the provincial capital and one prefecture-level or county-level city), and selecting projects from the residential construction project list in the inspected cities, with 3 projects inspected in provincial capitals and 2 projects in other cities.

The notice requires all regions to strengthen organizational leadership, conduct in-depth inspections, enhance work coordination, and make adequate preparations. Provincial communication and housing and urban-rural construction authorities should establish inspection working groups, formulate local inspection plans as soon as possible, clarify division of responsibilities, and ensure effective organization and coordination. Inspection work should be carried out as required to accurately understand the current status of implementation of the fiber-to-the-home national standard and existing problems.
