Guangxi Issues Emergency Response Plan for Sudden Major Geological Disasters
The emergency response work plan for sudden major geological disasters formulated by the Department of Land and Resources of Guangxi Zhuang Autonomous Region was recently issued. Based on information such as geological disaster risk and disaster conditions, Guangxi has established two levels of emergency response work plans, Level I and Level II, for sudden major geological disasters. The plan requires that once activated, department leaders shall organize and carry out emergency response actions both at the scene and in the rear simultaneously.
The plan stipulates that when extra-large geological disaster risk and disaster conditions occur or are discovered, the Level I emergency plan shall be activated; when large geological disaster risk and disaster conditions occur or are discovered, the Level II emergency plan shall be activated.
After the emergency plan is activated, teams led by the department director and deputy directors respectively, consisting of expert groups and emergency investigation teams, shall rush to the scene to carry out emergency response actions: quickly understand the risk situation and progress of rescue work; conduct emergency geological disaster investigations and assess risks; expand the scope of investigation to identify potential geological disaster hazards; hold expert consultations to predict risk trends; make determinations on geological disaster liability; set up remote communication equipment to conduct remote consultations; research and propose early warning recommendations and technical consultation plans for hazard avoidance and risk elimination; and research and determine recommendations for providing technical guidance to local governments.
Meanwhile, the department's Geological Disaster Emergency Command Center shall carry out rear emergency response actions: promptly report the risk (disaster) situation and rescue (disaster relief) progress to the Ministry of Land and Resources and the autonomous region government; maintain 24-hour duty, track rainfall conditions, conduct real-time monitoring, promptly feed information back to the front line, and release early warning and forecast information to the public; maintain communication equipment at both the front and rear to ensure normal equipment operation and smooth network and information flow; and ensure the supply of rescue (disaster relief) vehicles and other equipment and materials.
The Guangxi Department requires all municipal land and resources bureaus to further refine and improve their respective response plans based on local conditions, strengthen institutional development, implement emergency equipment, and improve the expert database; under the leadership of local governments, strengthen the organizational, coordination, guidance, and supervision functions of land and resources authorities in geological disaster prevention and control; establish and improve geological disaster emergency management systems and mechanisms; strive to ensure that emergency response has institutions, leadership, personnel, funding, and equipment; and solidly carry out geological disaster emergency investigations, emergency response, and monitoring and early warning work.
