Developing strategic emerging industries has become a key entry point for countries to seize the economic high ground. As an important component of China's economy, central enterprises will undoubtedly not "be willing to lag behind." The State-owned Assets Supervision and Administration Commission (SASAC) recently issued the document "Notice on Earnestly Preparing the 2012-2014 Rolling Planning for Central Enterprises," which explicitly requires central enterprises whose main businesses are related to energy conservation and environmental protection, new energy, next-generation information technology, biotechnology, high-end equipment manufacturing, new materials, and new-energy vehicles to adjust and improve their special plans and prepare a new round of rolling plans.

In fact, the "national team" represented by central enterprises, leveraging their inherent advantages, has rapidly positioned itself across the seven strategic emerging industries. This document provides additional policy support for central enterprises to enter strategic emerging industries.

Seven Strategic Emerging Industries Become Investment Hotspots

According to information obtained by Nandu Daily from the SASAC News Office, accelerating the development of strategic emerging industries has been listed as one of the main tasks during the "12th Five-Year Plan" period, with detailed plans also made for positioning in the seven strategic emerging industries. For example, in the new materials sector, SASAC requires central enterprises to vigorously develop new functional materials such as rare earth functional materials, high-performance membrane materials, and semiconductor lighting materials. In the biotechnology sector, SASAC proposes to focus on cultivating the bio-breeding industry.

In the aforementioned fields, many central enterprises have already been making significant efforts. Notably, strategic emerging industries including new-energy vehicles, distributed energy, and new materials have become investment hotspots. A relevant person from the General Office of CNPC told Nandu Daily that during the "12th Five-Year Plan" period, CNPC plans to cooperate with other central enterprises in three major areas: refining and chemicals, natural gas and pipelines, and equipment manufacturing, with a total project investment of approximately 471.9 billion yuan and a planned absorption of investment of approximately 157.2 billion yuan.

In addition, China Mobile plans to provide strong information support services for enterprise operation and management in the Internet of Things field; Genertec plans to cooperate with other enterprises in the formulation of electric vehicle testing standards and in key electric vehicle technology R&D and testing projects; China Guodian plans to intensify market expansion efforts in the wind turbine industry, among others.

According to the "Decision of the State Council on Accelerating the Cultivation and Development of Strategic Emerging Industries" issued by the State Council in October 2010, by 2015, the added value of strategic emerging industries is expected to account for approximately 8% of GDP.

Guangdong, Shanghai and Other Regions Become Key Cooperation Areas

Central enterprises are also seizing the opportunity of differentiated development of emerging industries across various regions to implement alignment and form a differentiated landscape. Taking Guangdong as an example: Dongguan has formed an industrial cluster centered on new light sources, new energy, and new displays; Shenzhen's information technology, new energy, and biotechnology industries lead the province; Zhuhai is building advanced manufacturing industries focused on marine engineering equipment and the aviation industry.

Large central enterprises are seizing the major opportunities presented by Guangdong Province's "province-city joint construction of strategic emerging industry bases" and the "key cultivation of 100 strategic emerging industry projects, and the cultivation and recognition of 100 backbone enterprises in strategic emerging industries," actively positioning in strategic emerging industries such as next-generation information technology, new energy, new-energy vehicles, and energy conservation and environmental protection. For example, China Electronics Corporation (CEC) and its subsidiaries—China Electronics Materials Corporation, Shenzhen Kaifa Technology Co., Ltd., and China Electronic Devices Shenzhen Co., Ltd.—are working closely with local governments in Guangdong, actively leveraging advantages in land, policy, park construction, and industrial foundation to make large-scale investments in developing the next-generation information technology industry. CNNC and CGN are actively expanding nuclear power and nuclear power equipment manufacturing industries in Guangdong.

In Shanghai, which has a relatively strong foundation in strategic emerging industries, central enterprises are fully utilizing Shanghai's advantages as a financial center and its sound innovation investment and financing support system in their industrial layout, actively positioning in emerging industries such as next-generation information technology and high-end equipment manufacturing.
