Fiber Optic Communication Equipment for Public Security Traffic Checkpoints
An "Intelligent Security Checkpoint" refers to the integration of public security informatization achievements such as video surveillance technology, network technology, and automatic identification technology into traditional security checkpoint operations. It directly applies various information databases from the public security network to the daily inspections of checkpoint officers, transforming the working mode and control methods of security checkpoints. This enables integrated functions including real-time road information monitoring, automatic identification and alarm of suspicious vehicles, and remote comparison and correlation query of information on suspects and objects, thereby enhancing the checkpoint's interception and control capabilities.
Generally, factors limiting the practical effectiveness of checkpoint systems fall into two major categories: internal factors, primarily the immaturity of checkpoint system technology; and external factors, the lack of an effective construction and application mechanism around the checkpoint system. These are summarized as follows:
- High false alarm rate. Low license plate recognition rate, lack of vehicle type recognition capability, and system instability, etc.
- Low interception rate. Mainly due to false alarms, untimely information processing, or blocked command channels, related to information processing and transmission capabilities.
- Large number of unattended alarms. Many checkpoints lack real-time image data processing capabilities, have low transmission bandwidth, and data can only be stored for backup, representing a waste of information resources.
- Unreasonable construction of some checkpoint sites. This includes reasonable layout, reasonable functionality, and high standards for information transmission.
- Single function of checkpoints. Beyond checking and controlling stolen vehicles, it is necessary to utilize collected alarm information for analysis, investigation, and case solving.
- Information data is neither shared nor up-to-date. Mainly due to incomplete networking applications for collected data and unreasonable network structures.
- Incomplete police collaboration mechanism. To achieve multi-force linkage and interaction, forming a situation of information sharing, coordinated action, and combined operations, the application effectiveness of intelligent security checkpoints must be strengthened.
The construction and use of intelligent checkpoints must consider the following factors:
- Information data sharing. Break the information monopoly between different departments, establish information sharing mechanisms, and have frontline and grassroots units establish and improve information collection and update mechanisms. This requires the use of high-bandwidth transmission channels to uniformly transmit collected data back to the public security bureau for processing, and to promptly transmit command information to each checkpoint.
- Comprehensive construction of checkpoint functions. Based on interception, case investigation, and suspect capture, conduct comprehensive law enforcement, effectively fulfilling the duties of checkpoint officers in managing both public security and traffic.
- Reasonable planning of checkpoint construction. Four interception rings should be formed from the inside out. The first three rings are within the city: main roads, inter-district checkpoints, and inter-city checkpoints. These three rings form the basis for inter-regional collaboration. The fourth ring is the collaboration ring, an extension of the first three rings.
- Rapid response in command management. To achieve rapid response, the command authority for checkpoints must be clearly defined. Unifying the police types and management departments of checkpoints will facilitate the performance of checkpoint functions. Equip with a command and dispatch system featuring one-key command and emergency plan functions.
- Provincial integration of regional collaboration. To achieve cross-city (region) system deployment and police linkage, and fully leverage the practical effectiveness of the checkpoint system, the provincial public security department must take overall planning and provide unified guidance for a series of tasks. This requires the integrated networking and interconnection of command systems at all levels.

Checkpoints are characterized by geographically dispersed locations, diverse types of information access, and high bandwidth requirements for image transmission. Typically, fiber optic lines are leased from the three major telecom operators or radio and television departments. Due to cost considerations, a balance must be sought between the number of fiber lines and equipment investment. Equipment is a one-time investment, while fiber rental fees are paid annually. Ideally, a single fiber core should fulfill all communication needs of the checkpoint without being too expensive!
IDM GTD442 is a fiber optic transmission device with 2.5G transmission bandwidth, providing 2 groups of physically isolated wire-speed Gigabit Ethernet. One channel can transmit video data, and the other can transmit the public security internal office network. Since video cameras are deployed outdoors, sharing a network with the public security intranet poses a risk of network hackers intruding into the intranet. If more physically isolated Ethernet channels are needed, other devices in the IDM series can be selected.
The IDM GTD422 also provides 4 telephone lines and 2 RS485 signals, supporting local calls, public security internal phones, and dedicated dispatch phones. The dispatch system can also integrate the public security wireless trunking intercom, and even connect with the wireless intercom systems of other nearby social security forces. The RS485 interface can control gates, alarm devices, etc.
