With the development of the power industry, various new electrical appliances are widely used in daily life and production, bringing tremendous convenience to humanity. As the power supply shifts from a seller's market to a buyer's market, power users are no longer simple consumers of this special commodity; they are the true service targets of our power supply enterprises, our customers. Providing them with high-quality electricity is no longer just a slogan but a solemn commitment with legal effect.

In some developed countries, the electricity market has long taken shape, with both power suppliers and consumers having contractual agreements on electricity prices and power quality. In China, this work has only just begun. To regulate the operations of power companies and truly reflect the corporate purpose of serving the people, the State Power Corporation has put forward higher requirements for power quality, especially explicit provisions for power supply reliability: 99.96% for general urban areas, with the average outage time per household not exceeding 3.5 hours; 99.99% for important city centers, with the average outage time per household not exceeding 53 minutes. Compared with this standard, we still have a significant gap. To achieve this goal, the key lies in whether we can build a reasonable, complete, and efficient Distribution Automation Management System (DMS).

It is a comprehensive large-scale system incorporating multi-disciplinary technologies.

From the development history of DMS abroad, it mainly focuses on the DA part, which has roughly gone through three stages: automatic local control (recloser plus recloser or recloser plus sectionalizer mode), intelligent automatic local control (distributed microcomputer-based automatic control equipment), and near/far remote selectable control mode plus centralized database and expert system (with gradually increasing and improving functions). The development of a complete DMS in developed countries is also a matter of recent years. As for the current development status of DMS in China, it is still in its infancy. Since the state attaches considerable importance to this, we can learn from foreign experience and directly apply the latest and most reasonable technical models. For example, in the selection of DA systems, domestic central cities generally directly choose third-stage products and can enter the DMS/DA stage. However, since the development of DMS/DA involves multiple disciplines, such as computers, communications, networks, and the latest technical products, it requires high-quality development, operation, and management personnel. In addition, DMS/DA development must be compatible with primary and secondary power grid equipment and communication equipment, and the investment is also considerable. Therefore, from a nationwide perspective, the development progress is not fast.

The distribution automation system is an integrated system for remote real-time monitoring, coordination, and control of equipment on the distribution network. According to the vertical structure of the system, distribution automation can be divided into four levels: distribution management system, substation automation, feeder automation, and customer automation. Among them, distribution feeder automation is the most direct and effective technical means for the distribution system to improve power supply reliability.
