1. Project Background

Mine A currently operates several relatively independent systems, including the underground emergency broadcast system, the production wired telephone dispatch system and the 5G wireless communication system. Each system runs independently and cannot achieve communication convergence and unified dispatch management across the underground production dispatch telephones (350 sets), emergency broadcast telephones (100+ units), 5G wireless mobile terminals (700+ units) and other systems and devices, which does not conform to the development direction of intelligent coal mines.

The basic status of Mine A's existing systems is as follows:

  1. The production dispatch telephone system is a program-controlled dispatch system. The dispatch consoles occupy a large amount of desk space at workstations, making it inconvenient for duty personnel to operate;
  2. The information convergence and binding between production dispatch telephones and the video surveillance system is insufficient, and information display is not intuitive;
  3. The existing industrial video surveillance, production dispatch telephone system, 5G wireless communication, emergency broadcast, administrative telephone and other systems work independently and form their own systems. The dispatch positions in the command and dispatch center operate independently of each other and have not been effectively converged in terms of communication methods, making it impossible to uniformly operate underground production dispatch telephones, 5G wireless communication and loudspeaker broadcast services on the dispatch console.

To support the intelligent construction of the coal mine, Mine A will leverage the Emergency Integrated Dispatch Communication System to realize interconnection and interworking between the mine's communication systems, achieve unified dispatch of all mine communication systems, realize rapid linkage disposal under abnormal monitoring, achieve efficient collaboration between surface and underground in emergency scenarios, accelerate emergency response speed, and gradually achieve the goal of intelligent coal mine construction.

2. Construction Objectives

To support the intelligent transformation of the coal mine, this project aims to establish an Emergency Integrated Dispatch Communication System featuring full convergence, sensitive response, collaborative linkage and efficient dispatch, building an emergency integrated dispatch communication system for efficient daily communication, rapid abnormal disposal and collaborative emergency rescue operations.

Specific construction objective: One-network convergence for efficient daily communication — through the Emergency Integrated Dispatch Communication System, the coal mine production dispatch telephone system, emergency broadcast telephones, 5G wireless mobile terminals, coal mine alarm system and other devices are all converged, realizing multi-party voice, video and SMS communication between underground and surface, supporting production plan adjustments, remote consultation and maintenance, and daily dispatch instruction issuance for underground personnel, achieving seamless communication anytime and anywhere.

3. Construction Content

  1. By building one Emergency Integrated Dispatch Communication System, realize the convergence and linkage of multiple systems including the production wired telephone dispatch system, emergency broadcast system, 5G wireless communication system and coal mine alarm system, completing voice, video, SMS, consultation and other services between terminals connected to each communication system, ensuring fully visualized command and traceability throughout the disposal of emergency events, achieving the unified command and dispatch combat effect of "audible, visible, commandable and traceable".
  2. Command and dispatch center system integration: integrate the originally independent desktop dispatch of the production wired telephone dispatch system, emergency broadcast system and 5G wireless communication system into one, achieving unified dispatch through the converged communication console.

5. Construction Principles

5.1 Principle of Advancedness

The Emergency Integrated Dispatch Communication System solution is forward-looking in technology. Based on future technology development trends, it considers the architecture of the entire software and hardware system, selects advanced software and hardware platforms and application system design based on best practices, ensuring the advancedness of the entire system technology within a certain period.

5.2 Principle of Reliability

The Emergency Integrated Dispatch Communication System solution is capable of long-term high stability and high reliability operation, with strong processing capability and error-free transmission capability. It can meet the needs of business peak processing, withstand the pressure brought by various special situations, and ensure the system operates continuously 7×24 hours.

5.3 Principle of Security

While ensuring information is shared with other applications, the system shall ensure the security of information.

5.4 Principle of Maintainability

During system construction, the daily maintenance, information security and unified management requirements of a large number of devices must be considered. It should be ensured that after the platform is put into operation, only a small amount of manpower is required to complete comprehensive maintenance and unified management of the system. The system should be easy to maintain, provide a unified maintenance interface through which remote devices can be managed and maintained, including real-time monitoring and remote restart. It should be easy to analyze and test, easy to discover and locate faults, and ensure fault isolation through good system design.

5.5 Principle of Visualization

Command and dispatch involves all aspects, and visualized command is an important development direction for emergency response. The design of the Emergency Integrated Dispatch Communication System needs to fully consider support for visualized command, realizing audio/video dispatch and visualized dispatch.

6. Construction Plan

6.1 Upgrade and Transformation of the Command and Dispatch Center Hall Integrated Dispatch

The original 20 agent positions in the command and dispatch center hall will be upgraded and integrated into 5 integrated dispatch positions. Each integrated dispatch position is deployed with 1 computer, 2 SIP dispatch telephones, 1 dispatcher camera and 1 audio dispatch microphone. A single position can perform unified audio/video dispatch communication and command functions for production wired telephone terminals, emergency broadcast terminals and 5G wireless communication mobile terminals.

At the same time, the command and dispatch center hall deploys 1 intelligent human-tracking camera and 2 intelligent omnidirectional microphones. When personnel in the command hall speak, the system can track the commanding personnel in real time and collect sound from all directions.

Interconnection notes:

  1. The dispatch computers of the 5 dispatch positions, 10 SIP dispatch telephones, 1 human-tracking camera and 1 SIP audio/video access host are all connected to Mine A's surface office network via IP;
  2. Each dispatch position is configured with 1 dispatcher camera and 1 audio dispatch microphone, both connected to the dispatch computer host via USB;
  3. The intelligent omnidirectional microphone is connected to 1 SIP audio/video access host via USB, and the SIP audio/video access host is connected to Mine A's surface office network via IP.

6.2 Construction of the Emergency Integrated Dispatch Communication System

6.2.1 Analysis of the Existing System Architecture

6.2.1.1 Production Telephone Dispatch System

The existing production telephone dispatch system has 350 underground explosion-proof telephones connected through the machine room explosion-proof isolation barrier to 1 set of Dahua KTJ104 digital program-controlled dispatch switch and 1 set of Dahua KTJ220 softswitch dispatch switch in the surface machine room. The Dahua command and dispatch console in the command and dispatch center is connected to the KTJ104 digital program-controlled dispatch switch via IP, thereby realizing the dispatch and command of underground explosion-proof telephones by the command center. It also supports telephone calling functions of underground explosion-proof telephones during working hours and emergency call functions in emergency moments.

6.2.1.2 Emergency Broadcast System

The existing emergency broadcast system has 100+ underground emergency broadcast terminals connected to the surface machine room emergency broadcast server through Mine A's underground dedicated LAN, and performs broadcast voice dispatch command, hourly time announcement and other broadcast commands through the emergency broadcast position dispatch console in the command and dispatch center.

6.2.1.3 5G Wireless Communication System

The coal mine 5G wireless communication system consists of 700+ explosion-proof 5G mobile terminals, 5G underground base stations and 5G servers, with the core communication server being the ZTE 5G server system.

6.2.2 Emergency Integrated Dispatch Communication System Plan

6.2.2.1 Network Architecture

6.2.2.2 Network Plan Description

The Emergency Integrated Dispatch Communication System newly deploys the surface integrated dispatch IPPBX service platform, underground integrated dispatch IPPBX service platform, integrated dispatch server software platform, digital trunk gateway, program-controlled telephone switching equipment, integrated dispatch gateway, command and dispatch center integrated dispatch client system and supporting equipment (including computer hosts, SIP voice telephones, human-tracking cameras, SIP audio/video access devices and intelligent omnidirectional microphones, etc.). The newly deployed systems and equipment interconnect with the original systems through digital trunks, SIP trunks and IP networks, realizing communication convergence and unified dispatch.

Among them, the three service platform software - the surface integrated dispatch IPPBX service platform, underground integrated dispatch IPPBX service platform and integrated dispatch server software platform - are deployed on Mine A's own hyper-converged servers.

The surface integrated dispatch IPPBX service platform, integrated dispatch server software platform and command and dispatch center integrated dispatch client system are deployed on the surface office network;

The underground integrated dispatch IPPBX service platform is deployed on the underground dedicated communication network, belonging to the same network as the emergency broadcast system network;

The IP communication between the surface office network and the underground dedicated communication network is securely interconnected through the coal mine security gateway.

The docking plans for each system are described in detail below.

6.2.2.2.1 Docking with the Production Telephone Dispatch System

The docking with the production telephone dispatch system adopts program-controlled telephone switching equipment to realize the parallel connection of 350 underground telephone lines. Through this program-controlled telephone switching equipment, the underground telephone lines are split into 2 directions: one direction continues to connect to the original production telephone dispatch system, and the other direction connects to the Emergency Integrated Dispatch Communication System, ensuring dual-system operation. In the future, the production telephones can be fully switched to the Emergency Integrated Dispatch Communication System.

The integrated dispatch server software platform interconnects with the underground integrated dispatch IPPBX service platform, integrated dispatch gateway and program-controlled telephone switching equipment through the isolation security gateway, realizing instruction control and dispatch of underground equipment by the dispatch application service platform software.

The underground integrated dispatch IPPBX service platform realizes voice trunk interconnection with the Dahua KTJ220 softswitch server through the digital trunk gateway.

The surface integrated dispatch IPPBX service platform realizes voice trunk interconnection with the Dahua KTJ220 softswitch server through the digital trunk gateway.

6.2.2.2.2 Docking with the Emergency Broadcast System

The Emergency Integrated Dispatch Communication System supports docking with the emergency broadcast system. The coal mine's original underground emergency broadcast terminals register directly to the underground integrated dispatch IPPBX service platform through the underground dedicated communication network, realizing voice interworking. The broadcast dispatch function for the original underground emergency broadcast terminals is realized through the integrated dispatch communication client.

6.2.2.2.3 Docking with the 5G Wireless Communication System

The Emergency Integrated Dispatch Communication System supports docking with the 5G wireless communication system. It interconnects with the 5G communication server through SIP trunks to realize interworking and audio/video calls with 5G mobile terminals.

6.2.2.2.4 Docking with Public Network External Line Telephones

The Emergency Integrated Dispatch Communication System realizes voice interworking from the public network loop trunk to the surface integrated dispatch IPPBX service platform through the telephone gateway, realizing external line telephone access.

6.2.2.2.5 Docking with the Coal Mine Alarm System

The Emergency Integrated Dispatch Communication System supports docking with the coal mine alarm system through the server software platform to realize alarm linkage functions.

7. System Functions

7.1 Production Telephone Voice Dispatch Function

The voice dispatch functions of the integrated emergency dispatch client mainly include all basic communication and supplementary service functions of softswitch communication, common dispatch functions, dispatch conference functions, recording, system management, dispatcher management and other related functions. The console supports emergency call, dialing, monitoring, call pickup, hold, barge-in, forced release, transfer, conference, dial pad, editing, broadcast and other command and dispatch functions for various communication terminals.

7.2 5G Mobile Terminal Audio/Video Calls

The integrated emergency dispatch client supports audio/video call functions with 5G mobile terminals. Audio/video calls can be initiated by the dispatch console or by the 5G mobile terminal.

7.3 Emergency Broadcast Function

The integrated emergency dispatch client supports emergency broadcast dispatch functions for underground emergency broadcast terminals, including intercom, voice insertion, file insertion, barge-in, monitoring, hold, transfer, forced release, hourly time announcement, task creation and other functions.
