Smart Supervision
"Smart Supervision" leverages big data, artificial intelligence and other technical means to advance the informatization and technologization of discipline inspection and supervision. It is a major transformation that follows the laws of discipline inspection and supervision work and the operational rules of review and investigation authority, promoting the informatization of case clue handling and case-handling procedures, and enhancing online review and investigation capabilities. It is also an essential stage for discipline inspection and supervision work to reorganize and embark on a new journey—from technological support, to technological empowerment, and then to technology-led advancement. New technologies are applied in areas such as problem clues, review and investigation, physical evidence extraction, and on-site inspection.
The core positioning of "Smart Supervision" refers to a new window for Party conduct and clean government education, a new bridge for government-citizen interaction and exchange, a new channel for public reporting and supervision, and a new portal for anti-corruption. The construction objectives are: news release, reporting and supervision, interactive communication, livelihood supervision, information disclosure, and government conduct anti-corruption.
It mainly includes the following parts:
Mobile Terminals. Equipped with a portable individual case-handling system and 2 law enforcement recorders, enabling full-process synchronized audio and video recording of important evidence collection work such as retrieval, sealing, and seizure. Mobile devices are compact and convenient, enabling full-case traceability and visualized application. It also includes a mobile office APP system for recording daily office minutes, mobile approvals, event handling, etc.
Security Assurance Platform. Interview rooms, inquiry rooms, and interrogation rooms all implement full-process synchronized audio and video recording, enabling dynamic management of the entire review and interview process and all operations. Standardize information security management. The internal network and external network must be physically isolated, and internal network computers must be dedicated to specific purposes. Mobile terminals access the internal network system through a VPN secure private network.
Portal and Publicity Platform. Including websites, public APPs, mini-programs, official accounts, etc. Public disclosure of livelihood projects, government administrative disclosure, construction of online education bases for full-process education, and provision of public communication spaces.
If all enterprises are incorporated into the system, a prevention and early-warning mechanism can be established to detect, intervene in, and handle labor security violations and group emergencies early. By utilizing the WeChat official account menu bar functions, adding multiple menus such as complaint reporting, policy consultation, and work updates, enterprises and workers can conduct online consultation of laws and regulations, case complaints, and labor employment filing process interpretation services through their mobile phones—letting information travel more while enterprises and the public travel less.
- Big Database System. For example:
(1) Livelihood fund disclosure, discipline enforcement supervision and early warning, integrity archive management, and big database collection. Five major functions: public supervision, analysis and comparison, real-time early warning of key links, full-process tracking of problem handling, and integrity supervision of public officials—achieving full coverage of supervision over livelihood funds, government investment projects, Party members and cadres, and all personnel exercising public power.
(2) Full-process supervision of engineering projects: full disclosure on the platform, with photos before, during, and after construction publicly posted online for public supervision.
(3) Full-process monitoring of "three public" expenditures: real-time supervision, full-process monitoring, and timely retrieval of "three public" funds, with timely "risk notifications" for identified issues, achieving "forward-shifted" gatekeeping, "identifying loopholes, curbing rebounds, and filling shortcomings."
- Resource Sharing Platform. Use the big data platform to investigate violations of discipline and law. Establish a shared inquiry platform with public security, real estate, finance, and other units to collect information on vehicles, real estate, enterprise registrations, organizational personnel, etc.
Relying on the government office system, establish a joint meeting system involving 18 departments and units related to livelihood fund projects, including organization, public security, finance, and civil affairs. Develop a big data information platform that coordinates basic information data such as vehicle information, real estate information, and Party member information, and collects fund data including subsidy distribution, urban and rural subsistence allowance payments, and collection and distribution of resident pension insurance and medical insurance funds, categorized and entered into the platform item by item.
- Intelligent Analysis Platform. The intelligent analysis and judgment platform enables intelligent analysis and assessment of big data, providing technical support for rapid discovery, intelligent retrieval, intelligent assessment, and command decision-making of case clue information. Expand the application of information technology in areas such as problem clues, case-related funds and materials, archive management, review and investigation, physical evidence extraction, and on-site inspection. For example, through data collision, accurately identify problem clues. Divide into three major sections—livelihood funds, livelihood projects, and basic data—and establish screening, comparison, statistical, analytical, and early-warning functions. By utilizing correlations between data, set up supervision models such as mutually exclusive fund information comparison, duplicate fund disbursement comparison, and beneficiary identity comparison, enabling automatic problem detection and precise targeting of problem subjects.
