The Fifth Plenary Session of the 17th CPC Central Committee proposed to enhance crisis awareness, establish a green and low-carbon development concept, focus on energy conservation and emission reduction, accelerate the construction of a resource-conserving and environment-friendly society, and promote the transformation of economic development mode. Traditional IP networks are no longer suitable for future network demands. The information and communication industry must accelerate network transformation, seeking breakthroughs in architecture, technology, and other aspects to build green, energy-efficient, high-performance networks.
  Energy conservation and emission reduction have been incorporated into the assessment system for heads of central state-owned enterprises. The Ministry of Industry and Information Technology has signed the "Voluntary Agreement on Energy Conservation" with China Mobile, Huawei, and other organizations, with the concept of energy conservation and emission reduction continuously integrated into the industry. The industry implements full-process energy conservation and emission reduction management for products, promotes carbon emission assessment across the entire product lifecycle, continuously innovates low-carbon and energy-saving technologies, promotes environmentally friendly materials and clean energy, maximizes resource reuse, and forms end-to-end green information and communication solutions covering green sites, green data centers, green transmission, and green energy. Starting from low-carbon practices, seeking breakthroughs through innovation, and proceeding from responsibility, the industry actively contributes to the sustainable development of the information and communication industry.
  In the global wave of the low-carbon economy, low-carbon has become a new engine for the development of the information and communication industry, and building low-carbon information and communication networks has become a new industry goal. As the industry enters the low-carbon era, building green, high-efficiency networks and operating environments for the information and communication industry; the power platform underpinning communication network infrastructure; market transformation of green technologies and new energy applications in the ICT industry; and intelligent remote application technologies that enhance management efficiency all reflect the industry's green development direction to varying degrees. Facing this development trend, stakeholders in the information and communication industry are responding through strategic adjustments and proactive actions. Among them, telecom operators, system equipment manufacturers, and power and energy enterprises are promptly responding to the industry's need to build green networks and a low-carbon economy, continuously creating green and low-carbon technology products and solutions that meet industry development needs, supporting the green transformation of the information and communication industry, and injecting a steady stream of green momentum into the comprehensive construction of a low-carbon information and communication industry.
  It is against this backdrop that the 2011 China Green Communications Conference will be held under the theme of "Capabilities and Pathways of Green Communications." Centering on the development of the low-carbon economy in the information and communication industry and the mature market application of energy conservation and environmental protection technologies, the conference aims to build an energy-conserving and environment-friendly ICT industry and identify green giants in the low-carbon economy. It brings together technology enterprises across the industry chain, deeply explores strategies for transforming ICT service models toward a low-carbon economy, and offers recommendations for the sustainable development of the green information and communication industry.
